PUBLIC HEALTH SANATARIAN

DISTINGUISHING FEATURES OF THE CLASS:

This is a professional public health position involving responsibility for performing inspections and investigations and carrying out specialized environmental and public health activities. Extensive field work is required. The work is performed under the general supervision of a higher-ranking Sanitarian or Engineer. Supervision may be exercised over the work of clerical personnel, technicians, and trainees.

TYPICAL WORK ACTIVITIES:

The following is indicative of the level and types of activities performed by incumbents in this title. It is not meant to be all inclusive and does preclude assignment of activities not listed which could be reasonably expected to be performed by an employee in this title.

1. Inspects food service facilities, public and individual water supplies, sewage disposal systems, bathing beaches, swimming pools, camps and campgrounds, temporary residences, farm labor camps, residential housing, rooming houses, child care facilities, institutions, mobile home parks and public functions;

2. Investigates public health nuisance and hazards complaints, and food-borne illnesses;

3. Conducts soil percolation and deep tests;

4. Collects water, wastewater, food, rabies, and other samples for laboratory examination;

5. Participates in enforcement proceedings, including preparation of case summary reports and testifying at hearings or court proceedings;

6. Prepares reports and other documentation relative to inspections, investigations and daily activities;

7. Participates in public relations activities;

8. Participates in the rabies control program, tobacco control program, and childhood lead program;

9. May specialize in one or more environmental or public health programs as herein specified;

10. Participates in computer database management.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES:

Good knowledge of environmental and public health practices and principles;

Good knowledge of the New York State Sanitary Code and Public Health Law and the Duchess County Sanitary Code;

Good knowledge of the laws and regulations pertaining to water supply and sewage treatment and disposal systems, food service facilities, residential housing, and other regulated facilities;

Skill in making inspections and conducting investigations; ability to communicate effectively both orally and in writing;

Ability to explain legal provisions and environmental and public health practices to facility operators and the public;

Ability to establish effective working relationships with a wide variety of people; Ability to train others in environmental and public health work;

Ability to learn and use a database management system; good judgment; integrity; Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:

EITHER: (A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree with 30 credit hours in the natural sciences, of which not more than twelve (12) credit hours may be in the applied sciences;

OR: (B) Five (5) years of full-time paid work experience as a public health technician.

NOTE: The experience in (A) and (B) above must be deemed acceptable by the Commissioner of Health.

The term natural science shall mean a science such as biology, chemistry or physics that deals with the objects, phenomena, or laws of nature and the physical world. It shall include all physical and biological sciences.

The term applied science shall mean science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control or food science.

SPECIAL REQUIREMENTS:

An incumbent appointed to this position must complete a training course approved by the New York State Health Department leading to certification as a Public Health Sanitarian issued by the Division of Environmental Health Services of the Duchess County Health Department in accordance with Section 11.111 of the New York State Sanitary Code.

Possession of a New York State Driver License at time of application and to maintain position. This position will have a duration of 4 years.
