Position Description
Purpose: Reports to the Outreach, Admissions, and Career Transition Services (OA/CTS) Manager/Director. Responsible for quality assurance of OA/CTS for the contract. Complies with government (Department of Labor/DOL) and management (DESI) directives, quality control of services, data collection to the Job Corps Data Center, and report requirements to the DOL and the Project Director.
Your Responsibilities:
- Complies with all management, corporate, and government directives and standard operating procedures.
- Maintains accountability of property by acting as a responsible custodian; adheres to safety practices and performs safety inspections on areas of responsibility.
- Models, mentors, and monitors a positive normative culture.
- Responsible for the effectiveness of the process that fulfills the statement of work.
- Performs quality review of all OA and CTS services delivered by OA and CTS field staff.
- Performs quality review of all folders, exercising considerable judgment.
- Negotiates inputs with Job Corps centers to ensure the contract meets arrival goals and applicants are served as prescribed in the PRH.
- Negotiates and monitors assignments to CTS staff from Job Corps centers to ensure the contract meets CTS goals and students are served as prescribed in the PRH.
- Assists in monitoring staff productivity.
- Prepares weekly reports for contract management on arrivals and students pending assignments, no-shows, and barriers.
- Prepares all weekly and monthly reports and ensures all arrivals are recorded in the Job Corps Data Systems.
- Prepares weekly and monthly CTS reports on assignments, placements, non-positives, and long- term services.
- Assists the OA and CTS Manager(s) with monitoring visits.
- Collects from each Job Corps center projected arrival needs and communicates and coordinates arrival lists with Admissions Counselors (ACs).
- Compiles a monthly report of files that have been on center review longer than 30 days.
- Closely monitors no-show rates to meet the expectation of 8 percent or less.
- Collects from each Job Corps center projected separation needs and communicates and coordinates separations with the CTS Manager/Director.
- Provides data collection and coordination of reports and report requirements to/from Regional Office and the Job Corps Data Center.
- Approves placements in the Job Corps Data System, exercising judgment based on knowledge of DOL requirements.
- Conducts re-verification for any and all questionable placements.

Requirements
Required Education & Experience
- Bachelor’s degree or four years of equivalent paid experience working with youth
- One year of experience in sales, marketing, or counseling-related services
Certifications/Competencies
- Ability to make decisions based on DOL knowledge and experience
- Knowledge of existing Federal, state, and local employment legislation governing hiring of employees
- Ability to establish and maintain filing systems per Job Corps guidelines
- Ability to promote the Career Success Standards (CSS) by modeling appropriate behaviors, mentoring students when necessary, and monitoring both positive and negative behaviors through interventions
- Ability to act as team member for the benefit of providing services to the students and Job Corps centers served
- Strong administrative and organization skills
- Excellent written and verbal communication skills
- Ability to type 65 words per minute
- Computer proficiency; knowledge of various software programs
Minimum Eligibility Qualifications
- If the position requires driving, a valid driver's license in the state of employment with an acceptable driving record is required
- 1-9 documentation required to verify authorization to work in the United States
- Ability to pass a pre-employment drug test and background check
Additional Requirements: Must have valid driver's license and adequate vehicle insurance coverage.
