JOB DESCRIPTION :
The Lead Security Specialist (LSS) is responsible for overseeing and supervising the overall operations of the security specialist department. The primary responsibility of the Lead Security Specialist is to oversee the expected operational compliance as stipulated by the Office of Refugee Resettlement (ORR) and Texas State licensing.
ESSENTIAL FUNCTIONS :
- Responsible for ensuring security specialists maintain line of sight through the monitoring of surveillance equipment; inspecting buildings, equipment, and access points; and managing entry.
- Ensure there is constant monitoring of the surveillance system; provide support by informing department leads of any areas of concern. Relay any concern to Program Management that might represent a danger to clients, staff, property, and vehicles.
- Responsible for accountability of Security Specialists performing routine inspections of office areas, parking areas, security equipment, mechanical spaces, dumpster location, landscaping, and rooftop areas.
- Ensure Security Specialists keep a log record of all visitors including vendors, service providers, attorneys, ICE and Border Patrol.
- Ensure Security Specialists scan employee and minors’ badges in and out, check all doors, conduct routine rounds and perimeter checks several times during the shift.
- Keep control of the main gate access by providing remote surveillance and automated access control.
- Provide technical support with surveillance when conducting investigations.
- Responsible for ensuring the inventory control of two-way radios, mobile work-station units, and company vehicles.
- Respond to building / office emergencies - fire drills, power outages, weather related hazards or alerts, among others.
- Keep record of all fire safety equipment including fire extinguishers, evacuation routes and assists with fire drills.
- Monitor staff conduct, possession of contraband and property control.
- Assist Youth Care Worker, Medical, Case Management and Clinical departments with headcount by providing support through the control center as the hub to locate client’s location around the facility.
- Oversee any outside contractor / vendor performing tasks on property or in building.
- Assist the IT Specialist with coordinating and conducting information security program reviews and staff assistance visits to subordinate organizations within the area of responsibility and monitor the field units for compliance with regulatory requirements.
- Interface with facilities management to comply with security, cleaning, and maintenance functions.
- Assist cleaning personnel / vendors to ensure the professional character of buildings / offices, clean and highly maintained at all times.
- Build / support Security Awareness to satisfy security education and training requirements for the residential facility.
- Maintain safety, accountability, and security of facility by the security specialist team.
- Demonstrates an understanding of the value of cultural diversity, including the ability to develop systems and practices that are inclusive of diverse staff members and responsive to the cultural needs of the client population served.
- Assist in ensuring program operations and activities adhere to legal guidelines and internal policies.
- Other tasks and responsibilities as assigned.

QUALIFICATION REQUIREMENTS
Level : High School Diploma or equivalent
FOREIGN LANGUAGE REQUIREMENT : Fluency in English and Spanish is required.
WORKING CONDITIONS / PHYSICAL EFFORT :
The Lead Security Specialist is required to maintain a flexible, organized, and efficient work schedule and is subject to work extended hours, weekends, and be on-call. Travel as needed for trainings, conferences or to transport youth to destinations located within the U.S. The Lead Security Specialist must be prepared to cover shifts as needed in order to accomplish all responsibilities, tasks, and additional duties assigned by various program needs
Work is performed mostly in an office setting. Some overnight travel, public speaking, evening, and weekend work are requirements of the position. Regular computer works also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and / or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
