About the Role:
· Reporting to the Chief Executive Officer (CEO) and President, the Director of Accounting will be responsible for maintaining the Company’s financial health. The successful candidate will be responsible for recommending and implementing financial strategies, initiatives, and processes for the long-term profitable growth of the Company. The Director of Accounting will be a participant in the organizational decision-making processes so that the financial impacts of major decisions are fully considered. This position is expected to work onsite up to two days a week in our Southern Maryland office.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Leadership & Team Management: Oversee and guide a diverse accounting team, including procurement, accounts payable, and accounts receivable. Establish and implement corporate accounting policies and procedures.
- Accounting: Update and Maintain the Company’s accounting system. Reconcile the company bank accounts and provide a weekly update on the cash flow to the CEO. Improve and streamline the accounting system and its operations. Ensure all financial activities in the Company comply with the set laws and regulations. Support the development of financial and business plans. Monitor accounts, cash flow, and all financial transactions. Update and implement financial procedures and policies for the Company. Manage current banking relationships supporting our term loan and line of credit. Provide pricing support and analysis for the Company’s proposals.
- Budgeting & Financial Planning: Lead the development of the annual operating budget (AOP), propose annual provisional indirect rates, and lead provisional billing rates for DCAA approval. Responsibilities include Cash Flow forecasting/budgeting in support of the AOP. Impact of Fringe benefit plans and retirement plans on the AOP. Impact of indirect costs on the AOP. Develop and monitor burdened labor rates and determine the impact of changes to the budget. Track expenses and revenues vs budget and analyze fluctuations.
- Regulatory Compliance: Ensure compliance with all relevant financial regulations, including the Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), Defense Federal Acquisition Regulation Supplement (DFARS), and Employee Retirement Income Security Act (ERISA). Manage relationships with external entities, such as DCAA, DMCA, auditors, and consultants.
- Audit Management: Prepare and oversee the Incurred Cost Submission process and work closely with auditors to ensure successful completion of government audits (including DCAA, 401k, and post-award system audits). Compile provisional rates and submit to DCAA.
- Cost Management: Analyze and monitor financial performance, identify cost-saving opportunities, and implement strategies to optimize operational expenses.
- Financial Reporting & Analysis: Prepare, review, and distribute monthly financial reports to management. Oversee the month-end and year-end close processes, including journal entries, reconciliations, and financial reporting. Ensure accurate budget vs. actual comparison.
- Insurance & Risk Management: Assess and manage the Company’s insurance needs. Negotiate competitive premiums and ensure proper coverage across various domains (property, liability, etc.).
- Tax & Compliance Filings: Ensure all financial activities in the Company comply with established laws and regulations. Oversee tax planning and reporting with a third-party CPA firm, and all tax-related filings, including federal, state, and local taxes, withholding, and unemployment returns. Ensure timely W2/1099 processing.
- Other duties may be assigned.
EDUCATION and/or EXPERIENCE
- A bachelor’s degree in accounting, finance, or business-related field from an accredited college or university is required. Experience may be considered in lieu of a degree.
- A minimum of Twelve (12) years of progressive Accounting experience, with at least Six (6) years in a managerial role.
- Three (3) years of management experience with a Government Contractor (GovCon) is required, with experience in a Cost-Plus Fixed Fee (CPFF) contracts environment highly preferred.
- Must have experience in government contracting, and compliance with DCAA, FAR, CAS, and DFARS regulations.
- Expertise in the DoD sector is highly desirable.
- Proven experience in Planning, Programming, Budgeting & Execution (PPB&E), including budget formulation, analysis, and execution.
- Proficiency with financial management software and systems such as Costpoint, ADP, and Deltek Time and Expense.
- Ability to obtain a secret security clearance.
- Demonstrated expertise of Excel and financial modeling.
- Regulatory experience, including DCAA billing rates, incurred cost submissions, timekeeping audits, and post-award accounting audits.

Pay: $125,000.00 - $160,000.00 per year
