The South Dakota Department of Social Services (DSS) is seeking a qualified vendor to analyze the efficiency and effectiveness of adoption services to optimize the adoption program. This role will focus on assessing staffing needs, service distribution, and alignment with statewide best practices. The consultant will develop recommendations for a centralized adoption unit, streamlining processes to improve service delivery and resource allocation. This job will be remotely but must be willing to travel to South Dakota at least 2 times, based on Department of Social Services' needs
Responsibilities:
Analyze current caseloads, identifying trends, inefficiencies, and gaps in service delivery.
Review adoption and Another Planned Permanent Living Arrangement (APPLA) cases, assessing volume, challenges, and resource needs.
Evaluate adherence to permanency and well-being practice standards at the field level.
Develop recommendations to enhance efficiency and streamline adoption processes.
Assess staffing needs, including the required number of Family Services Specialists and Supervisors.
Determine whether the centralized adoption model should include APPLA cases.
Evaluate regional constraints affecting adoption services, including urban, rural, and tribal communities.
Propose strategies for equitable service coverage across South Dakota.
Develop a communication strategy to engage and inform stakeholders throughout the centralization process.
Establish methods for gathering stakeholder feedback to refine implementation.
Recommend an implementation approach (e.g., pilot, phased, or full-scale).
Provide an estimated timeline with key milestones and checkpoints.
Qualifications:
- Proven experience in program evaluation, social services, or child welfare system reform.
- Knowledge of adoption services, permanency planning, and best practices in child welfare.
- Experience in workforce analysis, service optimization, and organizational restructuring.
- Strong data analysis, strategic planning, and stakeholder engagement skills.
- Familiarity with adoption laws and regulations, particularly in South Dakota, is a plus.
