Sacramento County is seeking a dynamic and detail-oriented Business Analyst (Journey Level) to support the Community Development Agency in optimizing business processes and enhancing public service delivery. In this role, you will partner with subject-matter experts to streamline workflows and support enhancements in the County's permitting system, Accela. This is an excellent opportunity to drive process innovation and make a direct impact on community-facing services. This position will be hybrid with 2 days remote.
Responsibilities:
- Collaborate with stakeholders to gather, define, and document business and technical requirements.
- Develop clear, actionable documentation including project proposals, schedules, test plans, and user guides.
- Conduct comprehensive quality assurance testing to validate functionality and alignment with business goals.
- Maintain accurate documentation of all application workflows and processes.
- Provide user training and support to ensure smooth adoption of system enhancements.
- Prepare key project documents such as change requests, status reports, and project close-out summaries.
- Work closely with vendors to communicate requirements, review deliverables, and resolve technical or implementation issues.
- Assist with system configuration in coordination with development teams and third-party vendors.

- Experience using or supporting the Accela Civic Platform.
- Background in Community Development, Permitting, Planning, or Inspections.
- Experience working with government agencies or public sector IT projects.
