The Executive Office of Health and Human Services (EOHHS) Office of the General Counsel is seeking a dynamic individual to support MassHealth and other EOHHS programs with the production, editing, approval, and execution of timely, comprehensive, clear, and concise public procurement and contract documents including, but not limited to, requests for responses, evaluation materials, and contracts. The selected candidate will also provide technical assistance to EOHHS and other agency personnel related to public procurements and contracting.
The EOHHS General Counsel’s Office provides legal support to the Executive Office and the MassHealth program and works closely with the General Counsel’s offices for each of the constituent agencies within EOHHS. (Please note that while this position works with lawyers, the role itself is not a lawyer).
The ideal candidate will have exceptional writing and organizational skills, be a strong multitasker, and enjoy working as part of a team in a fast-paced environment. To be successful in this role, candidates should possess superior editing capabilities using Microsoft Word functions, strong attention to detail, and excellent communication skills. Candidates with backgrounds in copy editing, document production, and management, paralegal, or legal support fields are encouraged to apply.
Duties and Responsibilities (these are a general summary and not all-inclusive):
- Assist the agency’s Legal and Program staff with the production of comprehensive, clear, and concise public procurement documents including, but not limited to, requests for responses (bidder solicitations), evaluation materials, and contracts.
- Partner with, and under the direction of, the agency’s Legal staff, who are responsible for ensuring the enforceability and legal sufficiency of the final procurement documents.
- Support preparation process for public procurement documents, including editing documents to ensure writing is clean and formatting consistent, with no stray redlines or comments, and internal cross-references are accurate, as well as integrating edits from multiple sources, tracking multiple versions of draft documents, and ensuring the appropriate version is sent for approval, public posting, or execution.
- Manage the internal executive approval process for procurement documents and contracts; communicate with the agency’s executive-level staff, and track and organize responses.
- Liaise with the EOHHS Contracts Unit to publicly post procurement documents on COMMBUYS (the Commonwealth’s procurement website) and assist in the posting and contract execution process.
- Respond to inquiries from the public concerning procurements and act as the single point of contact for the agency during the public procurement process.
- Provide technical assistance to agency personnel involved in procurements and contracting, including providing sample documents and fielding questions from staff.
- Maintain records of procurement activity.
- Provide ongoing contract support to staff, such as assisting with preparing contract amendments and managing the executive approval and execution process described above for these documents.
Required Qualifications:
- Capable of assembling items of information in accordance with established procedures.
- Ability to prepare general reports.
- Excellent written and verbal communication skills; able to write concisely and express thoughts clearly.
- Capable to give and follow written and oral instructions in a precise, understandable manner.
- Establish and maintain harmonious working relationships with peers and colleagues.
- Adaptable to changing situations to meet emergency or changing program requirements.
- Ability to exercise sound judgment and discretion in handling confidential Information.
Preferred Qualifications:
- Background in copy editing, document production, management, paralegal, or legal support fields.
- Exceptional writing skills, with an ability to draft clear, precise, and thorough content.
- Adept in utilizing formatting, redlining, and comment functions in Microsoft Word.
- Demonstrated experience with proofreading and reviewing work for accuracy and completeness.
- Ability to work well with diverse populations in diverse settings in a manner that builds trust and supports increased collaboration and partnership.
- Proficiency in Microsoft Office including Word, Outlook, and Excel.
