Position Overview

EA Engineering, Science and Technology, Inc., PBC is looking for an experienced Federal Programs Manager to join our team in Hunt Valley, MD to support our expanding Navy client base. This position offers a unique opportunity to take on a leadership role with a focus on business development, program/contract management, client management, and workflow management. The selected individual will drive efforts to identify, market, and capture contracts with Navy clients, while also ensuring the smooth execution of existing projects.

Responsibilities

  • Identify, market, and capture contracts with Navy clients.
  • Prepare proposals, negotiate contracts, and manage client relationships.
  • Assist with task order proposals and monitor project work execution.
  • Train and mentor staff on contract and client requirements.
  • Lead business development initiatives, focusing on Navy environmental contracts.
  • Manage large regional and national contracts and programs.
  • Provide oversight on program performance and successful execution of capture plans.
  • Engage in contract management and collaborate with various internal teams including contracts, legal, procurement, safety, quality, and accounting functions.
  • Coordinate with other Program Managers and Operations to identify new opportunities and monitor ongoing contracts.

Required Qualifications

  • 20 years of experience in DoD investigation/engineering/remediation for environmental contracts.
  • 10 years of Program Management experience, preferably within the Navy or other DoD agencies.
  • Navy Program Expertise: Specific experience in Navy programs such as the Military Munitions Response Program, CLEAN, Operational Range Clearance, Environmental Restoration Program, Coastal Engineering, and Facilities Engineering.
  • Education: Minimum of a Bachelor’s degree in a related field (Master’s degree preferred).
  • Licenses: PE (Professional Engineer) or PG (Professional Geologist) license required.
  • Proposal Management: Strong experience in managing proposal efforts, especially in response to competed contracts.
  • Leadership: Demonstrated ability to lead diverse teams, ensuring coordination with contracts, legal, procurement, safety, quality, and accounting functions.
  • Navy Command Structure: Advanced understanding of Navy command structure and client needs.
  • Ability to travel to EA and Navy office locations for client interactions and staff education.
  • Ability to mentor and lead staff while ensuring project success and meeting contract requirements.

Note: This position requires specific driving duties. You must be able to pass a motor vehicle records check required by our insurer.

Drug Screen Statement

Pay Range

$175,000—$220,000 USD

The EA pay range for this position is intended as a general guideline and does not guarantee specific compensation or salary. Factors considered when making an offer include job responsibilities, education, experience, knowledge, skills, abilities, internal equity, alignment with market data, and compliance with federal and state laws.
