Job Posting: Procurement Manager / Contract Administrator
Location: Hunt Valley, MD, Remote
Salary: $100,000 - $120,000, commensurate with experience and qualifications
We are currently seeking a highly motivated and experienced Procurement Manager/Contract Administrator to join our team here at EA Engineering Science and Technology. In this role, you will collaborate with a diverse group of professionals across various geographies, client types, and environmental service lines. The successful candidate will be responsible for ensuring compliance with procurement terms and conditions, including subcontracts, purchases, rental agreements, subcontract modifications, tracking procurements, and property inventory for both regional and national clients.
Key Responsibilities:
- Manage the procurement process, including identifying appropriate vendors, soliciting Statements of Work (SOW) and bid packages, evaluating proposals/bids, and issuing purchase orders.
- Oversee large, complex procurements, ensuring a smooth and efficient process from initiation to close-out.
- Collaborate closely with Project Managers and technical staff to support project needs while ensuring compliance with contract requirements and relevant laws and regulations (FAR, DFARS, etc.) related to commercial, state, and federal contracting.
- Manage subcontract and purchase order administration, ensuring timely execution and compliance with all terms and conditions.
- Provide regular updates on procurement activities, tracking procurements, and maintaining an accurate inventory of project-related property.
- Maintain a deep understanding of procurement regulations and ensure adherence to federal, state, and local contracting requirements.
Requirements:
- Bachelor’s degree is required; an advanced degree and/or NCMA (National Contract Management Association) certification is desired.
- Minimum of 5 years of experience in procurement or contract administration, with progressively increasing responsibility.
- Demonstrated expertise in Federal subcontracting compliance requirements, including FAR, DFARS, and federal contracting vehicles.
- Proven experience working with various contract types (FFP, T&M, CP, etc.) and developing different subcontract service order types.
- Proficiency in procurement strategies for both private and public sector clients.
- Strong skills in Microsoft Office Suite, particularly in Word and Excel.
