Ely, gateway to the Boundary Waters, hosts a large and growing tourism industry. Accessed through the St. Lawrence Seaway and the Great Lakes, Duluth serves as a world shipping port for the agricultural, mining, forestry, and tourism industries of St. Louis County and other parts of Minnesota and the United States.
Recreational activities in the county are plentiful. Fishing, hiking, camping, numerous resorts, snowmobiling, and skiing draw visitors and enhance the lives of residents. The Organization
St. Louis County adopted a county administrator plan of government for the professional management of the County in 1987. Under this plan, the county Administrator is appointed by the seven member County Board to serve as the administrative head of the County. St. Louis County has nearly 2000 employees and operates with an approved 2008 budget of $334 million. The County Administrator serves at the pleasure of the County Board and is responsible for the development and execution of the county budget and the long range capital expenditure plan.
The Position
The County Administrator is responsible for the general management of County departments, and coordinates the activities of the County with the approval of the County Board. The directors of twelve operating departments report to the County Administrator, and the Administration Department, which is headed by the Administrator, is comprised of six divisions.
Specific Duties Include
Candidates must have:
2a. 10 years of progressively responsible public sector administrative experience; OR
2b. 10 years of progressively responsible private sector experience that demonstrates knowledge of government operations including the legislative process; tax structure; relationships between the federal, state and local levels of government; and funding mechanisms; OR
2c. An equivalent combination of the above;
AND
Preference will be given to candidates who demonstrate the following qualifications:
Salary Range: $120,377 – 164,684. Starting salary dependent on qualifications.
Retirement System: Participation in the Public Employees Retirement Association of Minnesota plan (County pays 6.5% and employee pays 6.0% of gross salary) and Social Security.
Medical Insurance: Comprehensive major medical plan. Employee pays $70/month for single coverage only or $229.37/month for family coverage. Eligibility begins on the first day of the month following appointment.
Dental Insurance: County-paid employee coverage. Family plan available at employee cost through a non-County vendor.
Life Insurance: County-paid term life coverage equal to annual salary rounded to nearest $1,000. Supplemental life insurance is optional and paid by employee.
Additional Insurance: Optional life insurance for family members, and long and short term disability insurance are available through non-County vendors at the employee’s cost.
Travel Expenses: Reimbursement for mileage, lodging, and meal expenses is provided. The use of motor pool vehicles is also available.
Management Development: Expenses paid to attend short courses, institutes, and seminars necessary for professional development.

Specific Duties Include
- Participates with the County Board in the creation of the vision and strategic plan for the County and assists the County Board in the development and evaluation of County policies and programs.
- Prepares and presents the annual budget to the County Board, and manages and administers the budget throughout the year.
- Identifies problems, needs and opportunities for the County; develops and coordinates long-term planning; directs or manages a variety of special projects; submits recommendations to the Board on County matters, future financial needs and other subjects the Administrator considers appropriate.
- Coordinates all County activities not specifically assigned by statute to County Elected Officials; develops and establishes policies and procedures for County operation.
- Provides leadership and management direction to County departments and programs through program review, fiscal control and administrative overview; advises department heads regarding administrative policies and procedures; interprets and enforces administrative policies and procedures and ensures compliance with County Board directives and actions.
- Directs and manages the operations of the Department of Administration, including the County’s legislative agenda, by developing goals and objectives, assigning and reviewing work, and determining training needs and priorities.
- Acts as a liaison between the County and other government entities; represents the County at local and state civic meetings and events; attends professional meetings and advises the County Board on new developments and attends seminars and workshops as needed.
- Promotes a proactive and responsive workforce that reflects the demographics of the community, and is able to communicate effectively with people from all cultures, races, ethnicities and backgrounds.
- Communicates with the public and the media in matters relating to the County.
- Performs other duties and exercises other responsibilities as may be necessary and appropriate to the head of County administration.
Candidates must have:
- Bachelor’s degree or Master’s degree in public or business administration, public policy, law or related field;
2a. 10 years of progressively responsible public sector administrative experience; OR
2b. 10 years of progressively responsible private sector experience that demonstrates knowledge of government operations including the legislative process; tax structure; relationships between the federal, state and local levels of government; and funding mechanisms; OR
2c. An equivalent combination of the above;
AND
- At least five years of the above experience must have been at the management level and involved directing staff, programs and a multi-million dollar budget.
Preference will be given to candidates who demonstrate the following qualifications:
- Master’s degree as described above.
- Local government experience in urban and rural settings.
- Strong financial management experience.
- Experience working with a board of directors or elected officials or comparable.
- Excellent communications and interpersonal skills.
- Strong leadership characteristics and a track record of successful leadership experiences.
