SUMMARY OF JOB DESCRIPTION:
Directs and supervises district transportation and fleet maintenance operations, ensuring safety and compliance with district policies and all applicable state and federal regulations. Manages department budget, talent management , routing, scheduling, emergency response plans in support of instructional and activity programs for students. This position is a resource to leadership, students, parents and community by responding to inquiries and addressing concerns.

Fleet Manager, EBB Supervisor/Dispatcher, Trainers, Behavior Specialists, Transportation Support Specialist, Transportation Scheduler, Bus Drivers
ESSENTIAL JOB ELEMENTS:
- Organize Transportation Department, including routing, scheduling, records, hiring, training, and evaluation of staff, vehicle maintenance, and operation of two terminals.
- Administer transportation budget, including planning and forecasting.
- Keep informed and knowledgeable of current federal and state laws, rules and regulations regarding pupil transportation.
- Direct and supervise the upkeep of all terminal records and documents to comply with federal, state and District regulations. Make recommendations for revisions and updates for CDE rules and regulations and District policies.
- Maintain an active role in investigating complaints and providing discipline to students and department employees.
- Manage the viewing of all bus video cameras by appropriate staff and insure the confidentiality of any materials with regards to students and drivers in said videos. Monitor videos when necessary for students and/or driver problems.
- Direct the revision and update of school board and transportation policies and procedures.
- Investigate and report accidents; gather and analyze accident data.
- Review manuals, handbooks, and information for general distribution to drivers, Board of Education, schools, parents and students.
- Provide assistance and direction to staff, the Special Education program, Head Start program, parents, students, and other agencies to improve the knowledge and quality of the transportation system.
- Recruit, select and make recommendations on all applicants for bus driving positions.
- Develop and update department recruitment and selection processes to reduce loss in training.
- Supervise the transportation training program, including the educational development of driver trainers, the curriculum, and the school bus safety programs.
- Develop and supervise the implementation of a student behavior management program.
- Develop and supervise the implementation of a positive behavior management program.
- Authorize bus routes and schedules for safe, efficient and economical transportation service.
- Administer the drug and alcohol testing program in compliance with federal and state regulations and school board policy.
- Supervise the processing of all trip requests and small vehicle requests.
- Prepare CDE-40 report for Colorado Department of Education and other reports as requested.
- Advise the Superintendent, or designee, on road and weather conditions for school closing decision during inclement weather.
- Develop recommendations regarding purchasing, disposition, and utilization of District vehicles.
- Dispatch in emergency situations.
- Administer the school district's activity operator’s permit program mandated by CDE.
- Maintain a two-way radio at home and in vehicle. Monitor and provide assistance to drivers on routes and trips.
- Create, recommend, and implement the transportation tactic as it relates to district’s Strategic Plan.
- Present updates to the Board of Education annually
- Present current department information and successes to DAAC and Insiders Academy participants annually
- Perform other duties assigned

QUALIFICATIONS:
- Meet and maintain all bus driver/trainer qualifications, including CDL-BP2S.
- High school diploma or equivalent with 2 years specialized coursework in one or more of the following fields of study:
(a) Education (b) Business Administration
(c) Management (d) Transportation or related field
- 5 years experience in a transportation-related field, including 3 years supervisory experience or equivalent.
- Knowledge of DOT regulations, commercial drivers license rules and regulations, Colorado Motor Vehicle codes, CDE operational rules and FCC regulations.
- Leadership, ability, and desire to develop others.
- Effective communication and interpersonal skills.
- Ability to work successfully with adults in a learning environment.
- Computer skills: keyboarding, word processing, and spreadsheets.
- Ability to exercise sound judgment and initiative in developing and executing strategies,effectively communicating with all levels of Management.
- Strong team development skills, analytical capabilities, presentation and project management skills.
- Strong organizational skills with the ability to build relationships internally & externally.
