GENERAL PURPOSE
The Long-Term Stormwater Inspector will perform post-construction inspections, investigations, and enforcement activities to ensure compliance with City Codes, Ordinances, Regulations, Best Management Practices (BMPs), and water quality standards within Eagle Mountain City. This position aids in maintaining the Stormwater Management Plan (SWMP). Assists in public education and outreach, code enforcement, and on-site inspections and investigations related to Illicit Discharge Detection and Elimination (IDDE).

Works under the general supervision of the Stormwater Supervisor.

ESSENTIAL FUNCTIONS
Schedule and Conducts field inspections for Long-Term stormwater pollution prevention on Commercial Property, ensuring compliance with City, State, and Federal regulations, including Stormwater Pollution Prevention Plans (SWPPP), Utah Pollutant Discharge Elimination System (UPDES) permits, and erosion control practices.
Ensure proper maintenance and documentation are being performed for long-term structural Best Management Practices (BMPs)
Responds to reports of illicit discharges, illegal dumping, and potential contamination sources, initiating containment actions when necessary.
Conducts dry weather screening for outfalls, ensuring stormwater structures remain uncontaminated.
Maintains detailed records, including photographic documentation, inspection reports, and follow-up actions in both paper and electronic formats.
Collaborates with property owners, contractors, and developers, providing guidance on Erosion Control Plans and BMP implementation.
Prepares notices of violation, coordinates with administrative authorities, and follows up to ensure resolution and compliance.
Attends city and regional meetings related to stormwater, including the Stormwater Coalition, and provides training sessions for city employees on stormwater regulations and best practices.
Assists with public outreach initiatives to educate residents and businesses about stormwater management.
Operates and maintains stormwater sampling equipment and coordinates lab analysis for compliance verification.
Uses GIS software to log inspection locations, track infrastructure changes, and assist in data management.
Availability to conduct site inspections outside of standard working hours during significant storm events or emergency situations, available for on-call rotation.
Performs related duties as required.
MINIMUM QUALIFICATIONS
- Education and Experience:
Graduation from high school or completion of GED or equivalent plus (3) three years of streets and drainage system construction, maintenance or repair experience, at least (2) two years of which must have been in a position equivalent to an Storm Water Operator I or any equivalent combination of education and experience which produces the required knowledge, skills and abilities.
- Knowledge, Skills and Abilities:
Knowledge of stormwater management practices, environmental regulations, and applicable federal, state, and local codes.
Knowledge and understanding in IDDE (Illicit Discharge Detection and Elimination).
Ability to enforce codes firmly and fairly, with effective communication and customer service skills.
Proficient in using GPS and GIS software for tracking inspection locations and maintaining accurate data.
Ability to work independently, manage time effectively, and maintain detailed records.
Skilled in using Microsoft Office, mobile data collection tools, and software for compliance tracking.
Some Ability to enforce regulations with firmness, tact, and impartiality; keep operating records and maintain various written reports; read maps and locate property; establish and maintain effective working relationships with employees, other agencies and the public; comprehend and interpret complex regulations related to zoning and other city ordinances.
- Special Qualifications:
Must possess a valid Driver's License.
Obtain and maintain an RSI (Registered Stormwater Inspector) Certificate.
Obtain and maintain an RSR (Registered Stormwater Reviewer) Certificate.
- Work Environment:
This role involves both office and fieldwork, with frequent travel to various construction, industrial, and residential sites. Inspectors may be exposed to a variety of weather conditions, potentially hazardous materials, and situations requiring interaction with the public. Physical demands include walking on uneven surfaces, lifting objects up to 50 pounds, and frequent in-and-out vehicle travel.
