Overview
We are seeking a highly skilled and experienced Project/Program Manager II to lead and oversee our project initiatives with the Satellite Communication (SATCOM)-C5ISR program. The ideal candidate will possess a strong background in project management, with expertise in requirements management and implementation of complex systems. This role requires strategic thinking, excellent communication skills, and the ability to manage multiple projects simultaneously while ensuring alignment with organizational goals.
Education: Bachelor’s degree in any technical or managerial discipline
Experience: Ten (10) years of direct work experience with C4ISR or similar program/projects. Eight (8) years of direct work experience, to include: design/development, production, installation, and test & evaluation of Satellite Communication Systems. Experience shall include supervising project personnel and/or team, scheduling work, writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and material. Experience may be achieved simultaneously; individual shall have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures, and individual shall have written and oral communications abilities commensurate with this management role.
Specialized Experience: The individual shall have a minimum of ten (10) years’ experience with:
· Assessing communications requirements gaps for inclusion in the Navy’s Information Dominance Integrated Priority Capabilities List (IPCL), Urgent Statement of Needs (UNS), and other resourcing feedback mechanisms
· Provide research and analysis of PMW170 program of records
· Provide technical advice on fleet manning, training and logistic issues as they pertain to PMW-170 Programs of Record
· Interpreting satellite footprints, beams, and capacities, translating technical capabilities and limitations into operational impacts
· Managing fielding plans
· Tracking and coordinating installation requirements for C4I related system
· Reviewing SATCOM and communications messages, Naval Messages, FAM, publications, fleet post- deployment briefs, and other technical and operational documents for comment
· Shall provide an oral presentation demonstrating technical understanding of requirements to accomplish the tasks identified while minimizing performance risk
