BASIC FUNCTION: Coordinate and oversee implementation of effective and compliant state and federal systems to create and support strong and effective linkages across Pre-K – 3rd grades by aligning standards, curriculum, instruction and assessment. Some duties will involve access to confidential information concerning employer-employee relations.

- Coordinate all federal and state programs relating to early childhood education planning and accountability to ensure compliance with state and federal laws. E
- Supervise the coordination and compliance of contract and grants management processing for funder submission, Board of Education approvals, and use of funds. E
- Coordinate District-level Pre-K-3 programs and activities to ensure and document compliance with all state and federal mandates. E
- Keep abreast of the laws, regulations and legislation that impact the District's assigned programs including but not limited to: California State Preschool Program (CSPP), General Childcare (CCTR), Pre-Kindergarten Family Literacy Program (CPKP), Early Reading First (ERF), First Five (Proposition 10), Classroom Assistance Scoring System (CLASS), and Transitional Kindergarten (TK). E
- Coordinate and provide training to school site and central office personnel on program requirements and mandates serving as liaison with the Director to the State Department of Education, Child Development Division. E
- Coordinate organization of a balanced literacy focus as it relates to standards alignment and curriculum guide development at each grade level beginning with the Preschool Learning Foundations. E
- Provide improved teacher training and professional development incorporating balanced literacy standards implementation and the incorporation of social, emotional and behavioral goals into the Pre-K – 3rd grade standards. E
- Coordinate and facilitate central office support team visits to all sites to insure Title V and Title 22 compliance. E
- Monitor the coaching relationships at each site. Work with the Director to make adjustments as needed. E
- Assist with audit of revenue, budget, and expenditure requests to ensure compliance aligns with state and federal guidelines. E
- Collaborate with central office staff and site administrators to implement mandated assessments and use data to drive instruction. E
- Facilitate collaboration with central and site administrators to support processes to utilize assessment results to guide instruction. E
- Improve instructional practice through the implementation of professional development and data analysis results derived from the Environmental Rating Scales (ECERS/SACERS) assessment and Desired Results (DR). E
- Develop models, tools, and processes used for assessments as resources for central and site administrators and teachers. E
- Collaborate with the School Portfolio Management Office to ensure that all school site Single Plans for Student Achievement are compliant and aligned with state and federal mandates. E
- Coordinate and audit categorically-funded employee time accounting and time certifications ensuring that time spent by employees on categorical programs are properly documented and aligned with state and federal mandates. E
- Coordinate ongoing efforts to seek grants and additional funding to support the Oakland Unified School District’s (OUSD) Pre-K-3 initiative. E
- Prepare the Annual Agency Plan under the direction of the Director. E
- Coordinate and supervise the performance and duties of assigned staff. E
- Prepare compliance reports and reviews of findings to present to District leadership. E
- Perform related duties as assigned.
MINIMUM QUALIFICATIONS
TRAINING, EDUCATION AND EXPERIENCE:
Any combination of education, training and/or experience equivalent to: a bachelor's degree in early childhood policy and research; five years of experience working within the public school system to design and support Early Childhood policy and practice;
Masters or doctoral degree preferred
LICENSES AND OTHER REQUIREMENTS:
Any combination of Early Childhood credential and/or Director’s Permit
Certified CLASS observer
Certified ECERS/SACERS Assessor
Valid California Driver's License
Employment eligibility will include fingerprints, tuberculosis and/or other employment clearance
KNOWLEDGE AND ABILITIES
