JOB LOCATION: Sunbury Children's Center, 600 Arch Street, Sunbury, PA. Anticipated start date will be May 22, 2025.
JOB ASSIGNMENT: Early Head Start Programs
ORGANIZATIONAL RELATIONSHIP: The Early Head Start Child Development and Instructional Manager reports directly to the Early Head Start Supervisor and in their absence, to the Head Start Programs Manager.
JOB DEFINITION: The Early Head Start Child Development and Instructional Manager’s main responsibility is for the daily supervision and coordination of the disabilities, education, mental health and nutrition components.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Program Coordination:
- Coordinate transition and disabilities services.
- Assure individual child screenings and assessments are completed in compliance with the performance standards.
- Monitor educational services, mental health and nutrition services.
- Provides onboarding and training to staff.
- Coordinate recruitment and enrollment of children and families.
- Participate in home visits as needed or required. And evaluate home visiting procedures and techniques to ensure correct processes are followed.
- Coordinate Early Head Start with other CSIU agency coordinators for an efficient Early Head Start program.
- Assist staff with record keeping and recording to ensure records are kept current and maintain accuracy.
- Provide staffing coverage when needed.
- Participate in Early Head Start staff meetings as well as management meetings.
- Monitor facility compliance at all Early Head Start sites, and in conjunction with the EHS Supervisor with all applicable regulations. This includes but is not limited to: indoor and outdoor environments, compliance for health and safety in the socialization rooms, office space, outdoor environments and transporting families.
- Monitor the implementation of the Head Start Program Performance Standards.
- Maintain confidentiality for child and families data at all times.
- Consultation:
- Participate in collaborative efforts with community partners.
- Hiring/Staff Supervision and Evaluation
- Facilitate Practice Based Coaching with staff member(s) as described in the NAHS Policies and Procedures.
- Participate in interviewing of Early Head Start staff.
- Conduct Performance Evaluation for assigned staff.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs other related duties as assigned by immediate supervisor or designee.
EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
- A Bachelor’s degree in early childhood, special education or a related field is required. A Master’s degree in one of these areas preferred.
- Minimum five (5) years’ work experience directly related to providing programming to children. Experience working within Head Start, Early Head Start or early childhood work experience preferred.
- Prior supervisory experience or equivalent experience supervising students, classroom volunteers or parent volunteers is required.
- Must have an interest in and concern for children and their families.
- Must have an interest and concern for children and families and be able to accept cultural diversity.
- Must be able to communicate effectively with staff members, children and their families and community representatives and be able to accept cultural diversity.
- Excellent organizational and time management skills to prioritize the task based on project deadlines. And must be able to type accurately and maintain a high level of productivity.
- Must be willing to learn to operate the machines used for screening purposes. Bi-lingual in Spanish and English preferred.
- Excellent oral and written skills are required.
- Computer experience with Microsoft Word, Excel, Outlook, data entry, email, effective use of the Internet, experience managing file sharing with Google Drive, Google applications, and conducting virtual meetings with Zoom, Microsoft Teams and/or other platforms required.
- Must have ability to communicate and work effectively with colleagues, co-workers, community agency personnel, and students/trainees.
- Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
- Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- This professional is required to keep abreast of attend meetings and trainings to maintain current on trends relating to social, human or family services, and best practices regarding instruction and research to ensure quality Early Head Start programs, special education programs and related services.
- Must attend regularly scheduled full staff meetings, participate in local and state training that are pertinent to their job assignment and participate in Early Head Start initiatives and CSIU sponsored activities.
- Attend CSIU Supervisory and Leadership Roundtable trainings.
PHYSICAL REQUIREMENTS:
- Must have strength and ability to lift young children (approximately 25 lbs. or up to 50 lbs with assistance).
- Must tolerate considerable bending, stooping and squatting. And able to negotiate stairs and rough terrain at centers and homes.
- Must be able to assist children with self-help skills
- Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds varied distances.
- Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
- Audio-Visual Requirements: Within normal range with or without correction.
- Is able to move throughout all buildings, floors and grounds.
- Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
- Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
- Ability to travel to various work site locations and meetings as needed. And able to arrive on schedule at various locations over a wide geographic area is required.
- The ability to work in a constant state of alertness and safe manner.
- Maintain current Pennsylvania School Health Record physical and tuberculosis test on a biennial schedule.
TIME AND SITE REQUIREMENTS:
- This is a full time, exempt position working 7.5 hours per day, 260 days per year, and may include evening meetings and overnight trips.
- Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor
CSIU PROPERTY AND CONFIDENTIALITY REQUIREMENTS:
- All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.
- The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.

MANAGEMENT REQUIREMENT: As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relaying information about potential grant or other funding resources to appropriate CSIU staff members.
