- Responsible for ensuring compliance with contract/grant terms, compliance with grant funded programs and applicable state and federal laws and regulations.
- Responsible for disseminating, tracking and providing resolution for external monitoring by external sources such as independent CPA firms, Florida Department of Financial Services, and the Office of Early Learning and for both Programmatic and Fiscal Reviews.
- Responsible for facilitating and guiding quality assurance and quality improvement efforts and corrective action plans when there is an opportunity or need for improvement.
- The incumbent will oversee the administration of contracts and agreements consistent with the policies and bylaws of the Coalition, implement the disbursement of funds to service providers as per contractual agreements, and report outcomes of such contracts to the Chief Executive Officerand leadership team. The incumbent will oversee the organization’s banking activities and actively manage cash flow to ensure it meets the organization’s needs.
- Develop and administer policies, procedures, and guidelines to ensure operational efficiency and effective administration of appointed personnel.
- Develop and assist Leadership Team with internal review processes, documenting issues of compliance and implementing projects for the purpose of improvement of agency programs and processes.
- Integrate risk management throughout the Coalition’s programs and conduct internal reviews/audits of such programs and departments (Eligibility, Screening, Finance, HR, Operations, and IT) in collaboration with Executive Leadership to ensure compliance.
- Manage and ensure effective employee/labor relations, create an ethical, non-discriminatory, and safe work environment, establish effective communication lines and methods, identify and solve employee problems, and manage conflict. Accomplish staff results by communicating job expectations through planning, monitoring, and employee recognition. Develop, coordinate, and enforce systems, policies, procedures, and productivity standards.
- Collaborate with Executive Leadership to establish consistency across the agency and delivery of high quality services with an eye on improvement at all times. Highest expectation to implement high quality outcomes and continuous quality improvement measures.
- Collaborate with Executive Leadership to identify professional development management for all staff. Seek out opportunities, prepare purchase of courses and track from an internal quality perspective.

- Review Coalition contracts and agreements to identify potential risk factors requiring further review by management and/or legal services.
- Update Continuity of Operations Plan (COOP) in coordination with management; provide annual training on COOP, and safety and emergency procedures.
- Monitor Emergency Telework Program and collaborate with Executive Leadership on inconsistencies. Provide trainings on Emergency Telework Program, as needed. Revise policy and procedures annually.
- Manage legacy processes for School Readiness Program client files.
- Develop policies / procedures to ensure records management program has processes in place for filing, protection, retrieval, storage, and disposal of records, and assure compliance with such processes.

- Collaborate with Leadership Team on projects, as needed.
- Develop and monitor Acceptable Use Policy and Network Security/Data Storage Plan and Backup/Disaster Recovery plan for computer/internet in collaboration with IT Specialist.
- Serve as LASO (local agency security officer) for Criminal Justice Information System ensuring agency complies with scope of User Agreement. Complete required Administrative Training and bi-annual audits. Collaborate with Director of Operations & Administration as needed.

Required Licensure/Certification
Must possess a valid Florida’s driver’s license and current automobile liability insurance policy.
A mandatory drug screening and background check will be performed on the successful application.
Minimum Qualifications
BA in Business Administration, Legal/Criminal Justice or closely related field.
Non-profit experience is mandatory.
Five (5) or more years of verifiable professional experience related to the duties of the position.
Experience with quality control/compliance preferred.
An equivalent combination of related education and/or experience may be substituted for the requirements above as approved by the Executive Director.
