Description: This position coordinates and provides information about state-funded early learning programs, creative financial assistance options, and community resources to parents, families, community members, and partners in Polk County. Work involves providing services in accordance with the Division of Early Learning (DEL) Child Care Resource and Referral (CCR&R) rules and guidelines as well as coordinating and training Family Services Specialists.

Work is performed under limited supervision with moderate latitude in the use of initiative. Position relies on experience and exercises some independent judgment to determine the best approach by using and interpreting policies and procedures.

Coalition staff may be one on one with children in the Coalition office reception area while parents are obtaining services. Additionally, staff are expected to participate in Coalition sponsored events and may be one on one with children at activity booths.

  • Assists families, partners, and community members with resource and referral information for various early learning programs, including School Readiness (SR), Voluntary Pre-Kindergarten (VPK), Head Start, and other services in Polk County
  • Offers comprehensive CCR&R support, including guiding parents, families, and community members, referring families to SR waitlist, parenting/support groups, and relevant agencies, and connecting them with community resources tailored to their needs
  • Gathers information on related programs, collect brochures for CCR&R services, and educate Family Services Specialists on these services
  • Coordinates and delivers parent and provider education, documentation, resources, and feedback as necessary
  • Serves as a liaison in the community by attending local and state meetings, workshops, trainings, and other events benefiting families
  • Organizes and participates in community outreach events promoting the organization's services
  • Trains and evaluates CCR&R for all Family Services Specialists
  • Provides ongoing support to Family Services Specialists to ensure DEL rules and guidelines are followed
  • Implements state and federal policies and regulations related to CCR&R and Eligibility Services
  • Ensures staff achieves certification on the CCR&R evaluation within four (4) months of assuming their position
  • Monitors and ensures compliance with program requirements for child care services
  • Oversees the CCR&R database of child care providers through community outreach and collaboration
  • Coordinates data entry for VPK, SR, and Resource and Referral programs as required by state mandates; documents all case actions in the database
  • Serves as a customer service role model, ensuring positive interactions with employees and customers

Supervisory Responsibilities:

  • Schedules, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to identify improvements; makes recommendations regarding discipline and termination.

This position must be available to work flexible schedules, including occasional weekend/evenings as required. A valid Florida driver’s license, availability of an automobile during work hours, and the ability to travel locally, regionally, or statewide for site visits, training and other job-related activities and functions are required.

Education Required:

High school diploma or GED.

Additional Requirements:

Experience with social services programs and in-depth knowledge of community resources and referral processes.

The position requires organization skills and advanced computer knowledge in a Windows environment as well as the ability to appropriately and effectively respond to the diversity of co-workers, customers and stakeholders.

Preferred Qualifications:

  • Existing knowledge of state approved data management systems.
  • Three (3) years of experience working in childcare and early learning programs.

Physical, Environmental, and Sensory Requirements:

Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and periods of time standing and/or walking.

Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

Some tasks require ability to operate, activate, use, prepare, inspect, detect, and/or position objects. Some tasks require the ability to perceive and discriminate between cues or signals. Some tasks require the ability to communicate effectively.
