JOB DESCRIPTION
CLASSIFICATION TITLE : COMPLIANCE SPECIALIST
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform administrative work in assisting the Director of Client Services as needed in the administration of the Small Local Business Enterprise (SLBE) and Procurement Non-discrimination Program.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Works with the Director with the administration of the Small Local Business Enterprise (SLBE) Program.
Under direction the Compliance Specialist communicates with jurisdiction clients regarding bids and proposals and communicates with certified SLBEs and Minority and Women Business Enterprises (MWBE) regarding opportunities.
Review certification status of SLBEs and MWBEs listed in bids and proposals; reviews certification packages submitted for SLBE and MWBE certification; maintain current list of certified SLBEs and MWBEs for distribution; maintains application files for SLBE and MWBE certifications.
Monitors participation of SLBEs and MWBEs on projects; performs initial review of compliance forms submitted by bidders or proponents to determine they have met stated requirements and provides report to the Director, including percentage of SLBE participation.
Maintains communication with local small and minority business organizations regarding the SLBE program; assist in coordinating training opportunities for SLBEs and MWBEs.
May attend pre-bid and pre-proposal conferences to explain program goals and requirements; maintains a log of bids / proposals received including date received, date reviewed, subcontractors listed, certification status of subcontractors, and checklist of forms.
Enters, retrieves, reviews, or modifies data into PRiSM system; maintain a comprehensive, current knowledge of applicable laws / regulations.
Prepares and processes quarterly and annual reports showing participation of SLBEs and goal attainment.

MINIMUM QUALIFICATIONS
Bachelor's degree in Business Administration or a closely related field; two (2) years previous experience that includes contract or program administration preferred. Education and experience must demonstrate the requisite knowledge, skills, and abilities. Knowledge of MS Office, Data Management Systems, Web-based software is a plus. Must possess and maintain a valid Georgia driver's license. Monday - Friday from 8 : 00 a.m. to 5 : 00 p.m.

Physical Ability : Tasks could require the ability to exert moderate physical effort in light to moderate work, typically involving some combination of stooping, kneeling and crouching and prolonged standing, and which may involve some lifting, carrying, pushing and / or pulling of objects and materials of moderate weight (12-20 pounds) and occasionally heavy weight (20-50 pounds).
Sensory Requirements : Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors : Tasks may involve extended periods of time at a keyboard or workstation.
