Position Characteristics:
Under the direction of Chief Executive Officer, responsible for the organizing and directing activities involved in all aspects of the agency?s Housing Program, including drafting a senior housing master plan, identifying funding sources, applying for various funding sources, identifying partners, service coordination plans, developing a housing budget; administrative plan revisions to reflect regulatory or discretionary policy changes; external correspondence and written reports upon request. Provide for supervision, training, evaluation and discipline of subordinate employees for continuous development of professional staff exercising high degree of competence and sound judgment. Responsible for monitoring and ensuring compliance with all funding sources and other regulatory matters. Responsible for enforcing the right of individuals to live in federally subsidized housing free from discrimination on the basis of disability.
Duties and Responsibilities:
To reflect in all aspects of job performance the mission of the East Baton Rouge Council on the Aging, Inc. ?serving the elderly in East Baton Rouge Parish, to enrich and enhance their quality of life through advocacy efforts, creative planning, and coordination and provision of needed services, and to make it possible for them to live independent lives as long as possible.?
Recruit, hire, train and supervise a team of personnel to execute the senior housing masterplan for agency.
Develop a senior housing masterplan inclusive of wrap around services.
Implement senior housing masterplan inclusive of the development of senior housing developments and maintaining senior housing to the expectations of agency and funders standards
Oversight of current and future senior housing developments.
Identify, apply, and acquire diverse funding that will allow the agency to plan, build, and maintain safe, descent, and affordable senior housing
Ensure that current and future housing development are in compliance with funder regulations and are decent, safe and sanitary
Reviews bids (RFP) and work of recommended contractors, as required
Follows all city, state and federal procurement guidelines
Works with agency construction manager to reviews bid and work of recommended contractors, as required
Enforces the Federal status prohibiting discrimination in housing relative to the statutory responsibility under Section 504 to ensure that individuals are not subjected to discrimination on the basis of disability by any program or activity receiving HUD assistance
Ensures that all contracts and reports are submitted timely
Monitors resource allocation and expenditures as dictated by budget constraints; oversees program utilization rates; coordinates with Fiscal Manager regarding budgets and financial reporting data
Prepares for all REAC and regular inspection at each property
Implements and monitors all current HUD mandated electronic verification procedures each as EIV
Market programs to landlords and the public, including public presentations, development of program literature (advertisements, brochures, newsletters)
Mediates resident and staff disputes, responding to phone, or written actions as necessary
Plans, assigns and reviews work of employees engaged in the administration of leased housing programs; communicates program goals and evaluates employee performance; trains and orients new employees; initiates commendations and disciplinary actions; schedules and prioritizes work; authorizes leave request
Oversees regular unit inspections by staff and general maintenance ensuring timely completion of required work
Oversees hearings if required for residents that are in program non-compliance
Works closely with HUD representatives, State Housing Agency representatives and members of EBRCOA executive and management staff to address housing related matters
