The Position

East Bay Municipal Utility District's (EBMUD's) Engineering and Construction Department is seeking a highly qualified individual with exceptional technical, interpersonal and communication skills.

The current opening manages the Construction Division, reporting to the Director, Engineering and Construction. Sections within the division include Construction Management and Inspection, Survey, and Plant Inspection.

The work performed by the division includes:

*Managing the construction of major capital project contracts currently averaging on the order of $250,000,000 per year in value. The projects range in size from less than $100,000 to $270,000,000 and include a wide variety of construction types including: pipelines, tunnels, dams, pumping plants, reservoirs, treatment facilities, recreational facilities and buildings.

*Interpreting and administering construction and professional services contracts.

*Performing field inspection of projects mentioned above and pipeline construction performed by EBMUD forces.

*Performing factory inspection of materials purchased by the EBMUD including pipes, appurtenances and pumps.

*Performing surveying work for a range of uses including preliminary design, final design, construction and legal descriptions.

*Surveying support for planning, design and construction of capital projects; real estate transactions and operational and maintenance concerns.

The work generally occurs within the service area but sometimes occurs at remote locations and could accordingly require travel.

IDEAL CANDIDATE

*Provide leadership and motivation to a staff of approximately 90.

*Plan, direct, coordinate and review the work of professional engineering, technical, and administrative support staff and consultants.

*Demonstrate exceptional expertise in the proactive management of multiple large construction projects and administration of complex contracts, including the ability to prevent and resolve claims.

*Represent EBMUD, the department and the division effectively in a wide range of meetings and negotiations, often in highly political environments.

*Prepare and administer the division budget.

*Coordinate division activities with other EBMUD work groups, consultants, contractors, and representatives of other agencies.

*Work collaboratively to provide timely and efficient service to internal and external customers.

*Respond to changing demands with flexibility and innovation.

*Manage and prioritize multiple competing interests with diplomacy and tact.

*Establish and implement performance and quality control standards.

*Demonstrate superior verbal and written communication skills.

The annual salary is $186,816 up to $283,344. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($242,856 per year).

Requirements

1.Education: Bachelor's degree in a civil, mechanical or electrical engineering curriculum from an ABET accredited college or university, or a California EIT Certificate.

2.Experience: Eight years of professional engineering experience with a minimum of two years at a supervisory level comparable to EBMUD's Senior Engineer classification.

3.Licensing: Current registration as a Professional Civil, Mechanical or Electrical Engineer in the State of California.

4.An advanced degree in an accredited engineering curriculum may be substituted for one year of the required experience.

Other requirements: Must possess the physical characteristics to perform the critical and important duties of the position. Must be willing to work beyond normal work hours when needed, and travel as needed. Must possess a valid California driver's license and have a satisfactory driving record.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, February 7, 2025. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for late February or early March.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
