THE OPPORTUNITY:
The Park District is currently recruiting for a Communications, Records and Property Manager. This position reports to East Bay Regional Park District Public Safety Headquarters in Castro Valley, CA.
WHAT YOU’LL BE DOING:
This position reports to the Police Captain in the Support Services Division. This single position classification serves as a member of the Park District’s management team, with responsibility for providing expert advice, consultation and recommendations related to the development and implementation of the goals, objectives, policies, procedures and priorities of the Support Services Program. This classification is distinguished from the higher-level classification of Police Captain in that the latter has overall responsibility for the management and direction of an entire department comprised of multidisciplinary programs and staff whereas the former is concerned primarily with the operation and administration of select programs within the Support Services Division of the Police Department.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Serves as the Park District's telecommunication manager with overall responsibility for assessing staff requirements, recommending equipment/system needs, projecting costs, contracting and monitoring the installation, upgrade, and maintenance of various wired, mobile, portable and base-station radios, and microwave communication systems and equipment
- Coordinates extensively with Park District staff on new or modified operational requirements and reviews plans to assure adequate design and necessary funding to install intrusion and fire protection systems, mobile telephone services, radio transmitting/receiving equipment, etc.
- Maintains equipment inventories, budget, and schedules necessary repairs
- Maintains technical budget oversight of communication-related capital fund projects and participates in negotiating lease agreements for hilltop communication sites not located on Park District property
- Coordinates with the Information Services Department for all network, CLETS/DOJ access, firewalls, and computer systems within Public Safety
- Represents the Park District with contractors, vendors, and communication service providers with the authority to authorize services, accept work, and approve payments
- Provides technical assistance to various internal Park District staff organizations, committees, and/or work groups on telecommunication matters
- Serves as the second level supervisor of the Public Safety's Emergency Communication Center; provides 24 hour/seven day District-wide police and fire protection 911 emergency response and dispatching services for Operations personnel
- Manages the automated Computer-Aided Dispatch and Records Management System (CAD/RMS)
- Ensures records maintenance procedures are consistent with legal requirements
- Schedules the purchase, installation, and repair of specialized communication and AVL electronic equipment for all Public Safety emergency vehicles
- Ensures the assigned programs meet ongoing and annual operational and financial objectives
- Assumes overall responsibility for managing a small to moderate operating and capital budget, developing, justifying, and defending proposed budget submissions
- Resolves internal problems and issues and coordinates with other Park District organizations on broader problems and issues
- Represents the Park District in contacts with external organizations, contractors, and general public, e.g., county 911 coordinators, CAD/RMS contractor, and visitors on individual law enforcement administrative matters
- Selects, develops, motivates, evaluates and directs the work of subordinate staff directly and through subordinate supervisors
- Provides highly responsible, and complex, expert consultation to the District’s executive management team
- Represents the department on committees and at meetings
- Serves on a variety of internal and external committees, work groups, and/or ad hoc task forces related to field of expertise
- Ensures the Department meets ongoing and annual operational and financial objectives
- Develops management systems and procedures for program evaluation
- Ensures compliance with local, state and federal laws, regulations, codes and standards
- Prepares various statistical, fiscal and operational reports and studies
- May represent the District as required before the Board of Directors, or at governmental or public meetings
- Performs related duties as assigned.
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: A Bachelor's degree from an accredited college or university in communications, public administration, or a related field,
AND
Experience: Four (4) years of full-time experience in the use or development of public safety dispatch systems or working in a public safety records system/unit, including two (2) years of supervisory experience. In addition, experience in emergency dispatching in a law enforcement, fire, or EMS setting or combination is desirable.
License or Certificate: Possession of a valid Class C California Driver’s License is a condition of initial and continued employment in this classification.
Possession of a California Peace Officer Standards and Training (POST) certificate in dispatching must be obtained within one year of employment.KNOWLEDGE, SKILLS, AND ABILITIES:

CONDITIONS OF EMPLOYMENT:
- Must pass a Level 3 Background Check. This position requires a background investigation as prescribed by the State Department of Justice based upon the level of access to confidential criminal history records.
- May be required to attend public hearings and other meetings which may be scheduled outside of normal work hours.
- This position is designated as a Mandated Reporter under the Child Abuse and Neglect Reporting Act (CANRA). Mandated reporters are individuals who are obligated by law to report suspected cases of child abuse and neglect. As such, you will be required to sign an acknowledgment of having received the District’s policy and your responsibilities.

ADDITIONAL INFORMATION:
REPORTS TO: Police Captain, or designee.
SUPERVISES: Provides supervision to supervisors and technical staff.
MANAGEMENT DESIGNATION: This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as “at-will” and serves at the pleasure of the General Manager.
Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
