General Statement of the Function: The Vice President for Business Operations serves as the Chief Fiscal Officer of the College, responsible for overseeing all financial and business operations. This role ensures compliance with applicable state and federal laws, as well as institutional policies and procedures related to fiscal management. The Vice President reports directly to the President of the College.
Duties and Responsibilities:
1. Serve as the Chief Fiscal Officer of the College.
2. Ensure compliance with all applicable state and federal laws, as well as College regulations and policies.
3. Oversee the investment of College funds.
4. Manage the physical plant operations through the Superintendent of the Physical Plant.
5. Supervise the Office of Human Resources through the Director of Human Resources.
6. Lead and manage all personnel within the Business Office and related departments.
7. Maintain payroll records for all College employees.
8. Supervise auxiliary enterprises, including food services, as assigned by the President.
9. Establish and maintain a comprehensive inventory of all College property and equipment.
10. Conduct internal audits as needed to ensure proper accounting of financial and physical assets.
11. Develop and maintain efficient systems and procedures to meet all fiscal responsibilities.
12. Collaborate with the President, administrative staff, and division chairs to develop the annual College budget.
13. Monitor and support budget managers to ensure adherence to their respective budgets.
14. Prepare and present financial reports to keep the President and Board of Trustees informed of the College’s financial condition.
15. Attend meetings of the Board of Trustees.
16. Serve as Chair of the Finance Council.
17. Ensure compliance with accounting standards and practices, including those outlined in the Mississippi Community College Accounting Manual, AICPA, NACUBO, and GASB, and adapt systems as necessary to reflect changes.
18. Perform other duties as assigned by the President.
