Position Title : Grants and Finance Manager

Reports to : Controller

Job Classification : Full-time, Exempt

Location : East Harris County, TX

Position Overview The Grants and Finance Manager plays a critical role in managing and optimizing the financial operations of EHCEC’s grants portfolio, ensuring compliance, reporting accuracy, and efficient use of funds. The role oversees grant compliance, billing, financial reporting, and budgeting while serving as the main point of contact for grants-related information and guidance. Reporting directly to the Controller, this position ensures the organization adheres to federal, state, and institutional policies. Key Responsibilities Grant Compliance Management

  • Serve as the primary point of contact for grant compliance and contracts, providing information and guidance.
  • Ensure adherence to CFR Part 200 (Uniform Guidance) and other applicable federal, state, and local regulations.
  • Maintain quality oversight of a portfolio of grants, ensuring compliance with existing agreements and institutional policies.
  • Manage pre- and post-award documentation, including proposal reviews, financial reports, and audits.

Financial Oversight and Coordination

  • Prepare and record monthly overhead calculations related to private and federal grants.
  • Develop indirect cost calculations and apply proper rates to grants.
  • Maintain schedules for temporarily restricted net assets and board-designated funds, ensuring programmatic departments have clear visibility of available resources.
  • Review incurred costs, draw down federal funds, and bill grants on a regular schedule (monthly / quarterly).
  • Lead interim and annual financial audits related to grants and net assets.
  • Reporting and Budgeting

  • Prepare accurate and timely financial and programmatic reports for funders, adhering to all grant requirements.
  • Provide financial reports to internal grant managers, including an analysis of spending and forecasting.
  • Develop pre-award budgets and contribute to the annual organizational budgeting process.
  • Ensure the effective use of financial systems (e.g., Intacct) for fund reporting and grant receivables.
  • Team Leadership and Internal Training

  • Train and support internal staff on grant-related compliance, financial procedures, and reporting requirements.
  • Foster cross-departmental collaboration to ensure consistent grant management practices.
  • Process Development and Continuous Improvement

  • Develop and implement policies and procedures to streamline grant management and ensure organizational compliance.
  • Assist departments by reviewing grant documents for financial accuracy and providing recommendations.
  • Close out grant transactions and reconciliations monthly, ensuring accuracy and timeliness.
  • Qualifications Required Education and Experience

  • Bachelor’s degree in Accounting, Finance, Nonprofit Management, or a related field.
  • Minimum three years of experience managing federal and foundation grants, with a focus on financial oversight, reporting, and compliance.
  • Knowledge of CFR Title 2, Part 200 (Uniform Guidance) and relevant federal regulations.
  • Skills and Competencies

  • Strong expertise in financial management, reporting, and budgeting for grants.
  • Proficiency in Microsoft Office, particularly Excel, and familiarity with grant management software.
  • Ability to maintain organized records for pre- and post-award documentation.
  • Strong communication, leadership, and project management skills.
  • Sound judgment and problem-solving abilities in grant and financial operations.
  • Preferred Qualifications

  • Experience in nonprofit grant management, particularly for community-based or social service organizations.
  • Familiarity with foundation and federal grant application processes.
  • Understanding of key contract clauses related to financial management.
  • Physical Conditions :

    The staff person must be able to attend meetings on nights and weekends as needed. EHCEC is a collaborative work setting. Employees pitch in to help each other with responsibilities as needed. Team members will be expected to contribute to teamwork and a sense of collaboration.
