Maintenance Laborer
DEPARTMENT: Maintenance
This position is: FULL TIME UNION
REPORTS TO: Facilities Manager
SUPERVISES: None
SCOPE OF WORK:
This position is a team member performing primarily unskilled tasks related to building and grounds maintenance. Performs both heavy and normal manual labor in connection with the maintenance and upkeep of building and grounds. Work involves performing various skilled tasks in the repair and maintenance of equipment and buildings. Work involves responsibility in many areas, with working conditions and the degree of supervision exercised differing according to the location and nature of assignments. It is the intent that those in this position will at times under the supervision of those in higher classifications perform duties of higher classifications.This is intended to train those in this position so that when opportunities arise they will have the required capabilities to advance.
ESSENTIAL FUNCTIONS (OVER 70% OF THE TIME):
· Perform all aspects of exterior grounds maintenance. Including but not limited to: trash removal, grass cutting, weed cutting, hedge trimming, planting, mulching, shoveling, sweeping, and snow removal.
· Perform all aspects of interior cleaning. Including but not limited to: cleaning floors, windows walls, etc., interior trash removal including operating trash compactors.
· Clean vacant units. Including but not limited to the removal of trash, cleaning floors, windows, appliances, fixtures and other items as required.
· Perform any and all tasks related to snow removal. Including operating snow blowers, snow plows, hand shovels applying sand and salt, and ice chopping.
· Act as team member in assisting Maintenance Mechanics, Senior Maintenance Aides and Maintenance aides in all duties as required.
· Perform repairs, preventative maintenance and adjustments to all grounds keeping and snow removal equipment.
· Perform minor repairs, preventative maintenance and adjustments to all East Hartford Housing Authority owned vehicles.
· Perform any and all tasks relating to grounds keeping including but not limited to: grass cutting with riding and push mowers, edge trimming with weed whackers, hedge trimming with power and/or manual trimmers, raking, shoveling and use of other general hand tools.
· Estimate labor and material requirements for assigned tasks.
· Prepare requisition for supplies and material needed.
· Drive to various sites.
· Follow all applicable safety procedures.
· Perform masonry and concrete work in connection with sidewalks, curbs and gutters, also on buildings and foundations
· Assist in training newly hired Laborers.
· Assist in resident training programs when developed.
· May perform any task or duty of a subordinate level.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL FUNCTIONS
REQUIRED EDUCATION AND EXPERIENCE:
· High school diploma, GED or equivalent.
· 2 years experience in performing increasingly responsible Laborer’s duties.
LICENSES AND OTHER REQUIREMENTS:
· Must be personally bondable for insurance purposes.
· Valid Connecticut StateDriver's license and good driving record.

WORKING ENVIRONMENT:
This position is required to work indoors and outdoors in all weather conditions and is subject to heavy and strenuous work. May encounter undesirable pests.

a. Ability to work in a public housing and construction environments (bathrooms, boiler rooms, elevators and close areas) in all weather conditions (hot, cold, humid, dry, and wet).
b. Ability to work in environment with conditions, which may include: fumes, odors, gases, chemicals, dust, grass, weeds and pollen as well as decibels in the range of 30-65.
c. Ability to work in hazardous and adverse conditions, such as: sleet, snow, dust and dirt, as well as cramped quarters and high places.
