Summary Description Of Classification
The Chief Information Officer (CIO) provides visionary leadership and strategic oversight of all information technology initiatives within East Hartford Public Schools (EHPS). The CIO reports to the Superintendent or designee; supervises all East Hartford Public Schools technology staff and is responsible for planning, directing, and evaluating IT programs, services, and personnel across multiple domains, including technology integration, infrastructure, knowledge asset management, cybersecurity, and end-user support. The CIO drives innovation and operational excellence by enhancing the planning, procurement, implementation, security, and maintenance of IT systems that optimize educational and administrative functions while ensuring cost efficiency.
The CIO establishes and upholds policies, strategic plans, and technology standards that align with the district’s mission and evolving needs. In collaboration with senior academic and operational leaders, the CIO fosters a culture of technological advancement that supports student achievement, educator effectiveness, and district-wide efficiency. This position is instrumental in leveraging IT as a catalyst for institutional transformation, ensuring EHPS remains at the forefront of digital learning and operational innovation.
Qualifications: A Bachelor’s degree in information systems, computer science, or business administration, or a Master’s degree in Educational Technology or a related field is required.

The performance of this job will be evaluated under provisions of the Board of Education policy on the Evaluation of Non-Certified Staff.
Terms Of Employment
This is a 12 month non-bargaining unit position with full benefits. Position to begin on July 1, 2025. Salary range between $145,000 - $155,000.00 based on experience.

Qualifications: A Bachelor’s degree in information systems, computer science, or business administration, or a Master’s degree in Educational Technology or a related field is required.
- Candidates should have seven to ten years of extensive experience and knowledge in information systems, information technology, or educational technology, including progressively responsible experience in systems planning, management operations, training, network operations, and procurement.
- At least five years of supervisory experience in similar management roles within the public or private sector is essential. The ideal candidate must demonstrate the ability to manage multiple tasks simultaneously, interpret and communicate complex information effectively, and work independently while maintaining flexibility and composure under pressure.
- Strong knowledge of budget building, managing grants as well as Erate and USAC programs.
- Highly proficient in understanding network security, cybersecurity, and the NIST standards is required including knowledge of client/server, Web security, browsers, various third-party utilities and tools for integrating applications with databases and legacy systems; LAN and WAN networking, Fiber Optics, Broadband, TCP/IP, routers, switchers, load balancers, and firewalls.
- The Superintendent may consider alternative qualifications as appropriate.
Strategic Planning and Leadership
- Develop and implement a comprehensive technology strategy that aligns with the district’s educational goals, ensuring equitable access to technology for all students and staff.
- Lead the integration of artificial intelligence (AI) tools into instructional and operational processes to enhance student learning and administrative efficiencies.
- Collaborate with district leadership to assess technology needs and establish long-term technology plans that support academic success.
- Oversee the management, security, and continuous improvement of the district’s technology infrastructure, including networks, hardware, and software.
- Provide oversight for AI-driven solutions in instructional support, data analysis, and administrative operations.
- Ensure technology systems are reliable, scalable, and support 21st-century learning environments.
- Lead the development and implementation of cybersecurity measures to protect student and staff data.
- Ensure compliance with all federal, state, and local regulations regarding data privacy, including AI-generated data and digital ethics.
- Establish and enforce policies to protect personally identifiable information (PII) and maintain cybersecurity best practices.
- Guide the ethical and responsible use of AI in instructional settings, ensuring AI applications support student learning and do not perpetuate biases.
- Train and support educators in leveraging AI tools to personalize learning and streamline administrative tasks.
- Evaluate and recommend AI-driven educational platforms that align with the district’s curriculum and student needs.
- Develop and manage the technology budget, ensuring responsible allocation of resources to maximize return on investment.
- Oversee the procurement of technology services, negotiating contracts that align with district goals.
- Identify and pursue grant funding and partnerships to enhance the district’s technology infrastructure.
- Foster strong relationships with school leaders, teachers, students, and families to support the effective use of technology in classrooms.
- Design and implement professional development programs to support staff in using technology and AI tools effectively.
- Ensure students develop digital literacy and AI competency to prepare them for future careers.
- Develop and oversee disaster recovery plans, ensuring continuity of operations in case of system failures.
- Lead incident response efforts related to data breaches, cyber threats, and IT security issues.
- Monitor industry trends in educational technology and AI to inform continuous improvement efforts.
- Supervise, evaluate, and support technology staff, ensuring high performance and professional growth.
- Oversee recruitment, training, and retention of skilled IT personnel.
- Administer personnel policies and collective bargaining agreements for IT employees.
- Represent the district in technology-related collaborations with external organizations.
- Act as the primary advisor to the Superintendent on technology-related matters.
- Perform other duties as assigned by the Superintendent or designee.
