This position plays an integral role in planning, developing, organizing, and implementing the District's internal and external communication programs across multiple platforms such as the website, social media, media, and print publications. The Communication Manager is responsible for providing professional, accessible, and compelling content and visual storytelling through photography and videography relative to District events, initiatives, and community involvement. Incumbents must possess superior interpersonal and communication skills and the ability to apply independent judgment.Application and Process

ESSENTIAL FUNCTIONS : Responsible for the research, creation, and timely distribution of various communications and publications, including newsletters, emails, online posts, brochures, articles, and other marketing materials.Manages complex communications projects, ensuring timely completion of deliverables within scope and budget.Ensure communication strategy is consistent and reflects the District's strategic vision and brand across all platforms.Develop, integrate, and implement PR activities designed to enhance the District's public profile.Act as a media spokesperson on behalf of the District for routine requests and at emergency scenes.Implement a graphic design strategy with content in alignment with brand standards to produce professional and engaging digital content for social media platforms and the website, staying abreast of trends and ensuring a strong online presence.Cultivate and enhance relationships with the community, media outlets, and targeting audiences.Regularly collaborate with key leadership to plan proactive community and media outreach.Collaborate with internal stakeholders to understand their needs and objectives, developing tailored communication materials that effectively convey key messages and align with organizational goals.Provide strategic advice to management and other internal customers regarding communication needs and promote collaboration across teams to ensure work aligns with organizational capacities and goals.Assist in preparing, submitting, and supervising assigned budget items.Copy, edit, proofread, and revise communications.Proficient in producing multimedia content, including audio, video, and photography.Other duties as assigned.The duties listed above are intended only as illustrations of the various types of work performed. QUALIFICATIONS :
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be : Bachelor's degree in communication, public relations, marketing, journalism, or related field.Minimum five (5) years of professional communication experience, including media and community relations programs.Professional writing and editing experience.This position requires the use of a personal or department vehicle while conducting District business. The individual must be physically capable of operating motor vehicles safely and must possess and maintain a valid Driver's License.The employee must have the ability to respond in a timely manner to unforeseen events.KNOWLEDGE, SKILLS & ABILITIES :

This position primarily involves working in an office environment, requiring prolonged periods of sitting, using a computer, and performing repetitive hand and wrist motions (e.g., typing and mouse usage). MEDICAL AND VISIONMedical and Vision insurance is offered through the LEOFF Health and Welfare Trust as part of the Premera Blue Cross Group Plan, Heritage Plus Network. The District currently pays 100% of the medical premiums for employees and their families.
DENTALDental Insurance is offered through the Washington Counties Insurance Fund (WCIF). Currently WCIF offers two plans to choose from : Washington Dental Service / Delta Dental (WDS) and Willamette Dental.
VEBA
BPASA VEBA is a tax-free health reimbursement arrangement. The District contributes an annual and monthly amount to an employee's VEBA, and employee's contribute a monthly amount.
Any monies remaining in the VEBA at the end of the plan year remain in the employee's account.
PERS
PENSION)Eligible fire district employees contribute a percentage of their salary to the Department of Retirement Systems (DRS), Public Employee's Retirement System Plan 2 or Plan 3. EPFR also contributes a percentage on a monthly basis to your retirement account. These percentages are set by DRS each year.
DEFERRED COMPENSATIONEPFR currently contributes six percent (6%) of an employee's monthly base salary into a section 457(b) deferred compensation plan of the employee's choice of programs offered by the District, presently VOYA or DCP. No matching is required.
BASIC LIFEEPFR pays the premiums for basic life insurance with two plans. First with Washington State Council of Fire Fighters (WSCFF) offering $15,000 in basic life, plus an additional $15,000 AD&D. Second with Washington Counties Insurance Fund in the amount of $12,000.
ADDITIONAL LIFEEPFR pays the premiums for $50,000 additional life insurance with WSCFF for each full-time member. Employees can purchase additional life insurance for themselves, their spouse, or dependent children from either WSCFF or WCIF, both underwritten by The Standard.
EAPAll members of EPFR are offered an Employee Assistance Program (EAP). This service is available to you and anyone residing in your home. The program offers confidential, professional help for issues such as drug or alcohol problems, marital difficulties, child and family problems, emotional stress, job stress, etc. Employees receive six (6) visits at no cost per issue.
VACATIONEmployees earn a generous vacation accrual based on years of service.
SICK LEAVEEmployees earn paid sick leave at the rate of ten (10) hours per month.
