Job Description
POSITION TITLE: District Asset Manager
DEPARTMENT: Asset Management
REPORTS TO: Director of Asset Management or Designee
SALARY: $60,180.02 – $67,763 (Exempt)
Position Overview:
Support the mission of ESLHA by performing asset management for a growing portfolio
of 1,664 housing units, which include Public Housing and market-rate units for low-
income housing.
Monitors the development and implementation of strategies to preserve and enhance
the value and condition of all properties and ensure that federal, local, and agency
regulations and performance goals are met or exceeded.
Essential Job Functions:
1. Supervises the day-to-day work of the staff assigned. Delegates tasks as
appropriate, schedules work, and monitors performance.
2. Hold staff meetings and train as necessary. Conducts performance appraisals of
direct reports and takes personnel actions in accordance with the Housing
Authority of East St. Louis (ESLHA) Human Resources Policy.
3. Analyze property operations and financial reports to assess property performance
and ensure long-term viability. Conduct budget revisions as required. Conduct
10% of annual Rental Integrity Management (RIM) audits of residents’ files within
the AMPs.
4. Has a working knowledge of Earned Income Verification (EIV), Income Verification
Tool (IVT), Identity Verification Report (IVR), and Public and Indian Housing
Information Center (PIC).
5. Monitors Occupancy/Leasing Department daily operations (applicant processing
of files, waiting list, withdrawn applicants, file distribution to AMPs).
6. Monitor vacancies. Develop a plan to ensure units are turned within 15 days or
less. Adhere to the Vacancy Procedure.
7. Serves as Informal Hearing Officer as needed.
8. Review and monitor AMP’s Capital Fund allocation and expended line items.
9. Monitor projects, operating expenses, capital replacements and needs, and
reserve accounts.
10. Monitor rent collection and eviction actions to ensure a timely litigation process.
11. Monitor work orders and maintenance. Make recommendations as required.
Ensure staff adhere to the vehicle policy.
12. Conduct regular reviews with each property to discuss monthly data and develop
strategies with operations to improve performance by maximizing revenue and
minimizing expenses.
13. Make recommendations for Capital Fund improvements. Review service contracts.
14. Knowledgeable of federal, state, local, and HUD rules and regulations.
15. In conjunction with property management staff, develop and standardize reports,
procedures, and methods to improve compliance monitoring. Complete portfolio
analysis and summary reports. Monitor Central City to ensure HUD and Public
Housing compliance and perform an internal audit of 20%.
16. Responds to emergencies at sites during non-business hours as appropriate.
Conducts inspections of property damaged by fire, flood, vandalism, etc. Ensure
public services are notified, fire and police reports are obtained, and property is
secured.
17. Review HUD, State Regulations, revised Admission and Continued Occupancy
Police, and attachments as needed.
Performance Standards:
- Attendance is reliable; leave does not exceed the permitted amount; the
non-business hours as needed.
- Effective leadership skills are employed, as evidenced by the type and number of
of subordinates.
- Required reports are accurate, well prepared, and submitted by the deadline date
- Office Management and record keeping practices meet established ESLHA
standards.
- Demonstrates initiative in assuming new assignments, excellent resident
- Effective communication orally and in writing.
- Effective leadership skills are employed, as evidenced by the type and number of
subordinates.
Required Skills and Qualifications:
- Bachelor’s degree in Accounting, Finance, or a related field; CPA or Master’s
- Minimum of five (5) years of progressive accounting experience, with at least two
- Strong knowledge of HUD programs, including Public Housing and Section 8,
- Proficiency in accounting software, Microsoft Office Suite (Excel, Word, Outlook),
- Knowledge of GAAP, HUD regulations, and 2 CFR Part 200 (Uniform Guidance).
- Strong analytical, organizational, and leadership skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple priorities and meet deadlines.
- High level of integrity, confidentiality, and professionalism.
