Job Description
POSITION TITLE: Staff Attorney
REPORTS TO: Executive Director
SUPERVISES No Direct Reports
SALARY: Negotiable based upon qualification (Exempt)
Position Overview:
Regularly provide legal and administrative work of considerable difficulty for the internal and
external stakeholders. The General Counsel serves as the chief legal advisor to the Board of
Commissioners, the Executor Director, and all Department Directors on all legal matters
involving or relating to the Authority. These matters include litigation, public housing, HUD
rules and regulations, landlord and tenant issues, fair housing issues, ordinance violations,
risk management, compliance, real estate transactions, development, contracts and
procurement, personnel, employment, labor relations, relevant local and federal statutes,
inter-agency issues and other administrative functions.
- Provides a legal, supportive role on all legal and compliance matters, promoting
collaboration across the Authority and maintaining continuity with standard
operating procedures procurement policies by ensuring compliance and
performance with all HUD, federal, state, and local applicable laws in all drafting,
reviewing, negotiating, and execution of all contractual agreements on behalf of the
Authority.
- Represents and/or supervises the representation of the Authority in all litigation,
litigation assigned to outside counsel and insurance counsel. Provides legal
analysis to determine potential liability and recommendations regarding the
advisability of defending or prosecuting lawsuits.
- Represents and/or supervises the representation of the Authority in all matters
relating to evictions and administrative proceedings. Prepare and execute all
documents related to acquisition and disposition of real property, including but not
limited to, requirements for securing tax exemptions and other actions.
- Ability to perform Risk Management for the Authority. Maintains the Authority's
insurance files, coordination of the Authorities loss control activities, acts as a
liaison between the Authority's insurance carriers and adjusters and assures that
the Authority receives proper reimbursement for covered losses.
- Serve as the Chief negotiator and expert on all matters arising under the Collective
Bargaining Agreement (CBA), including but not limited to, advising management
on issues arising under the CBA, negotiating CBA’s by maximizing management
flexibility and providing fair terms/wages for the bargaining unit.
- Manage all aspects of labor relations, including negotiations, disciplinary actions,
other employee related matters to successful resolution.
- Provides ongoing strategic counseling, legal advice and support to the Chief
ESLHA Board of Commissioners.
- Stay abreast of new and modifications to laws and regulations that may impact the
Authority.
- Serve as the Custodian of Records Officer and as the Freedom of Information
- Performs other duties as assigned.
Required Skills and Qualification:
- Mandatory graduation from an accredited law school and licensed to practice in
- Minimum of four (4) years litigation experience and two (2) years transactional
public housing.

- Strong analytical and negotiating skills and superior writing and communication
- Ability to work efficiently and handle multiple high-priority matters at any time.
- Excellent leadership skills and thrives in a fast-paced environment.
- Highly proficient skills in MS Office Suite.
Adherence to the highest level of professionalism and an ability to interact
and maintain positive relationships with commissioners, department
directors, staff, residents, and other stakeholders.
