Founded in 1970, East Valley Community Health Center is a Federally Qualified Health Center (FQHC) who's services include providing personalized, affordable, high-quality medical, dental, vision and behavioral health care through a community-based network within the East San Gabriel Valley and Pomona Communities. Our staff practices patient-centered care by serving each patient with a personalized care plan that meets their individual needs. Our patients have access to support services that include, nutrition, health education, case management, pharmacy, lab, and x-ray at our health center locations. The Human Resource Manager is responsible for overseeing the training of new staff within the department. In collaboration with the Human Resources Director, the HR Manager manages the workflow of the department, focusing on key functional areas, including employee relations, benefits administration, safety programs/workers' compensation administration, training, performance management, policy implementation and review, equal employment opportunity/affirmative action programs, leave of absence administration, and compliance with employment laws. This role is essential in delivering on the EVCHC mission by providing world-class HR services and systems to the team, with a particular emphasis on fostering positive employee relations and ensuring a fair and supportive work environment.
Major Position Responsibilities and Functions:
- Serve as the primary point of contact for employees and management regarding workplace issues, concerns, and conflicts, mediating disputes to ensure fair treatment for all.
- Investigate employee complaints and provide timely, fair resolutions while promoting open dialogue and solutions that align with company values.
- Advise employees and managers on HR policies, procedures, and company practices, ensuring consistency and compliance with all relevant labor laws.
- Create learning and development programs to provide internal growth opportunities for employees.
- Participate in setting departmental goals and objectives, aligning HR strategies with organizational needs.
- Attend employee disciplinary meetings, terminations, and conduct investigations as needed.
- Ensure compliance with federal, state, and local employment laws, reviewing policies and practices for ongoing alignment.
- Collaborate with HR Director and leadership to update employee position descriptions and ensure compliance with regulations.
- Manage workers’ compensation claims, ensuring timely reporting, investigation, and follow-up to support injured employees and comply with legal requirements.
- Stay informed on HR trends, best practices, regulatory changes, and new technologies in employment law and talent management.
- Partner with leadership on talent strategy, focusing on recruiting, retention, and succession planning to meet current and future organizational needs.
- Oversee the HRIS (Human Resources Information System), ensuring accurate employee data management, reporting, and system optimization for HR processes.
- Perform other duties as assigned.
Position Requirements and Qualifications:
- Bachelor’s degree in related field or four years of experience as an HR Manager in lieu of the degree.
- Knowledge in Human Resources or management procedures.
- SHRM-CP or PHR, highly preferred
- Excellent verbal and written communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Ability to prioritize tasks and to delegate them when appropriate.
- Ability to act with integrity, professionalism, and confidentiality.
- Thorough knowledge of employment-related laws and regulations.
- Proficient with Microsoft Office Suite or related software.
- Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.
DOE: $75,000.00-$85,000.00 Annually
