Reports to: Superintendent or designee

Work Schedule: Monday through Friday, 7:30 am – 4:00 pm (8.0 hours per day), beginning immediately after hire, 260 days per year

Salary: $31.01 - $38.22 per hour, depending on placement

Job Summary:

Under the direction and supervision of the Superintendent or designee, the specialist will serve as the District’s Homeless and Foster liaison to school personnel, parents, law enforcement agencies, other agency personnel and court personnel. As the liaison they will ensure foster children and any other children, youth and families experiencing homelessness are identified, enrolled in, and have full and equal opportunity access to and receive educational and all other services and opportunities they are eligible for. The specialist will also assist with the District’s CARB/Truancy program.

Essential Job Functions:

This list of essential job functions is not exhaustive and may be supplemented as necessary. Depending upon individual assignment, the employee may perform all or a combination of several of the following duties:

  • Collaboratively work with classroom teachers, support staff and administration to meet the needs of students.
  • Consistently provide information to building and school personnel regarding truancy information, as well as the process for identifying a student, or students, who are experiencing homelessness, as well as information pertaining to homeless activities, events and resources available to families.
  • Provide resources and act as a link between families and community services; advocate for student needs.
  • Work as a member of a school-based team coordinating a variety of services to students and families.
  • Motivate students and develop a positive attitude toward learning.
  • Coordinate district Community Truancy Board meetings, including; developing and communicating the meeting schedule to all attendees, students and parents, contacting students and parents to confirm their attendance, preparing documentation specific to the meeting, and recording meeting notes to be provided to parents and building staff.
  • Serve as the District’s point of contact for the Washington State Department of Children, Youth and Families (DCYF).
  • Maintain necessary contact with case workers, foster parents or staff at facilities where children are placed.
  • Facilitate meetings or communications with caseworker(s), foster parent(s), or Treehouse Grad Success Coordinator(s) as needed to address specific educational needs or activities required to promote student success.
  • Assist students and families with a variety of issues including transportation, clothing, student life, and strengthening family connections.
  • Post public notice of the educational rights of students experiencing homelessness in locations frequented by youth and families in a manner and form understandable to parents, guardians, and unaccompanied youth.
  • Ensure enrollment disputes are mediated in accordance with the provisions of the McKinney-Vento Act.
  • Inform parents, guardians and unaccompanied youth of all transportation services, and assistance with access to transportation services available to McKinney-Vento students.
  • Ensure professional development is available to all school personnel providing services to students experiencing homelessness.
  • Ensure unaccompanied youth are enrolled in school, have opportunities to meet state requirements, and are informed of their status as independent students under the Higher Education Act.
  • Ensure school personnel, service providers, advocates working with families experiencing homelessness, and parents, guardians and students experiencing homelessness are informed of the role of the McKinney-Vento Liaison, as well as a list of local liaisons.
  • Coordinate and collaborate with State Coordinators and community and school personnel responsible for the provision of education and related services to students experiencing homelessness.
  • Maintain a network of community contacts for the purpose of information regarding resources available to families and students experiencing homelessness.
  • Attend community events and participate in professional development opportunities in relation to the position and maintain compliance with all applicable state, federal and local laws as they relate to professional development for the purpose of this position.
  • Build positive relationships with youth and adults of varying socioeconomic, cultural, ethnic backgrounds, different learning styles and various disabilities.
  • Use technology proficiently to communicate, analyze data, and produce needed systems/materials.
  • Prioritize and organize workload for timely completion of routine tasks as well as unexpected tasks.
  • Maintain all records in accordance with District policy and applicable laws and adhere to confidentiality policies.
  • Take necessary and reasonable precautions to protect students, equipment, materials, and facilities.
  • The employee shall maintain a consistent presence at the assigned work site(s) and work the regular work hours specified by the contract.
  • Professionally interact with colleagues, members of the public, and students.
  • Comply with and uphold all district policies and all applicable laws.
  • Fulfill other responsibilities as assigned by the supervisor.

Minimum Qualifications:

  • High School diploma or equivalent (documentation required at time of application).
  • Degree in Social Work strongly preferred.
  • Successful Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance.
  • Valid Washington State driver’s license or evidence of mobility.
  • Proof of Immunization (if born 1/1/57 or later).
  • I-9 Employment Eligibility in compliance with the Immigrations Reform and Control Act.
  • Completion of all district-required training within thirty (30) calendar days from hire date.

Work Environment:

The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job. This is an office job. The employee is confined to a work area; required to have precise control of fingers and hand movements; experiences constant interruptions and inflexible deadlines; must be able to work at a computer monitor for prolonged periods; and must be able to crouch, crawl, bend, kneel, and lift/move objects such as files, boxes, etc. The employee may be required to deal with distraught and/or angry persons and may be exposed to infectious diseases carried by children. The noise level in the work environment is acceptable to this particular environment and can vary depending upon daily activity but will remain within acceptable ranges.

Evaluation:

The Student Services Specialist shall be evaluated periodically by the Superintendent or Designee pursuant to the currently established district procedures and evaluation criteria. The process shall include an evaluation of the employee’s performance of the above essential job functions and desired skills.
