Job SummaryThe EOCIL Assistant Director of Outreach Services plays a vital role in re-engaging individuals with HIV in care support services and providing education, navigation, and retention services to high-risk individuals interested in HIV prevention and PrEP adherence in Baker, Gilliam, Grant, Harney, Hood River, Malheur, Morrow, Sherman, Umatilla, Union, Wallowa, Wasco, and Wheeler Counties. The assistant director of outreach services supervises and supports outreach specialists, coordinating outreach initiatives, and fosters community partnerships to improve health outcomes for individuals at risk of or living with HIV. This includes managing outreach efforts, facilitating education on HIV prevention and PrEP, and ensuring compliance with data and confidentiality standards. Key duties involve developing work plans, managing formal agreements with partner agencies, maintaining a digital presence, and leading program evaluation and reporting. Additionally, the Assistant Director ensures alignment with Oregon’s End HIV Oregon plan, oversees staff training and facilitates referrals to medical care.

Responsibilities

  • Develop and implement outreach strategies to engage communities affected by HIV.
  • Provide education on harm reduction and public health initiatives.
  • Conduct motivational interviewing and counseling sessions for individuals seeking support.
  • Collect and analyze data to assess program effectiveness and improve services.
  • Collaborate with healthcare providers and social services to ensure comprehensive care.
  • Deliver presentations and training sessions in both English and Spanish to diverse audiences.
  • Maintain accurate records and documentation in compliance with regulations.

Requirements and Qualifications

1. Degree in family and human services, public health, or other related fields, or related experience for two years of full-time (or equivalent) working with marginalized, underserved populations, regardless of academic preparation.

2. Must be an organized, self-motivated team player with strong interpersonal and communication skills, necessary computer skills, and the ability and willingness to be hands-on and solve problems as they arise.

3. Work or personal life experience in harm reduction, substance use, syringe exchange, sex work, PrEP, HIV, and HCV prevention desired.

4. Bilingual (Spanish/English) preferred.

5. Knowledge of culturally relevant interventions for Spanish-speaking high-risk populations.

6. Knowledge of local and statewide treatment and social service providers.

7. Knowledge of the unique issues affecting high-risk communities and willingness to learn about culturally relevant interventions for gay and bisexual men, individuals who inject substances, and individuals living with HIV/AIDS.

8. Valid Driver’s License or access to transportation for meetings and events. Reasonable accommodations will be provided to individuals with disabilities.

9. Must be able to pass a criminal history background check.
