Eastern Oregon University (EOU) seeks nominations, applications, and expressions of interest for a qualified, knowledgeable, and visionary Dean of the Library and Learning Innovation.

The Dean of the Library and Learning Innovation is a full-time, 12-month, full employee benefits eligible position in the EOU Library. This position reports directly to the Provost/Senior Vice President of Academic Affairs.

EOU Library is the intellectual heart of the university and the community. EOU Library supports the institutional mission of Eastern Oregon University by providing materials and services for all members of the university community. It supports the regional mission of the university by providing materials and services in connection with institutional outreach programs, through cooperative participation in regional library networks, and by making its collections and services available to the people of eastern Oregon. The Dean of the Library and Learning Innovation supervises EOU’s Instructional Designer & Open educational Resources Coordinator and oversees and coordinates the functions of EOU’s faculty-led enter for Teaching, learning and Assessment (CTLA).

The library’s collection includes over 153,000 book volumes and 1,300 periodical titles, database and eBook package subscriptions, maps, U.S. government publications, Oregon documents, and microforms. In addition, EOU Library is a member of the Orbis Cascade Alliance consortium made up of 37 colleges and universities in Oregon, Washington, and Idaho.

The Dean of the Library and Learning Innovation is responsible for the overall administration, planning, staffing, budget development and implementation, assessment, and policy development for library services, collections, and facility. This position is charged with setting and following a strategic direction for the library as well as participating in meetings of academic affairs leadership in order to aid in the accomplishment of the Division of Academic Affairs strategic goals and priorities. The dean provides supervision for library faculty and staff. The dean also oversees relationships with library benefactors, deans, on-campus and online user groups (faculty and students), and maintains a connection with the Orbis Cascade Council.

The Dean of the Library and Learning Innovation supervises EOU’s Instructional Designer & Open Educational Resources Coordinator, who supports all faculty and instructors through professional development, with particular emphasis on learning technology innovation and course accessibility.

The Library also hosts the Center for Teaching, Learning and Assessment (CTLA), which consists of faculty members from each college. The Dean coordinates the responsibilities and activities, and manages the budget.
Responsibilities
  • Determines the Library’s vision and strategic direction.
  • Develops and implements library policies and long-range plans that involve organizing, directing, coordinating, reviewing and assessing library projects that are in keeping with the long-range plans and in accordance with state law.
  • Establishes library needs and goals.
  • Prepares an annual effectiveness report.
  • Recruits, hires and supervises all library staff (11).
  • Supervises EOU’s instructional designer
  • Coordinates responsibilities and activities of EOU’s Center for Teaching, Learning and Assessment
  • Prepares and revises position descriptions for direct reports.
  • Performs annual performance reviews for direct reports.
  • Evaluates library faculty for continuing appointment and tenure.
  • Identifies and funds relevant training and professional development opportunities for all staff.
  • Establishes a budget for library collections and for library services, supplies and equipment, and supervises approved budget allocations and expenditures on an annual basis.
  • Prioritizes necessary maintenance for the library facility.
  • Communicates with campus community regarding the library’s role in the education process.
  • Oversees ongoing communication about and implementation of statewide Open Educational Resources (OERs) available to faculty and students.
  • Serves as library advocate and liaison at the statewide and national levels.
  • Creates a library annual report and other reports as requested.
  • Represents the Library on the Orbis Cascade consortium council and other relevant Orbis Cascade committees and teams.
  • As needed, seeks additional funding for Library initiatives from agencies outside the University.
Minimum Qualifications
  • Bachelor’s degree in any field plus a Masters of Library and Information Science from an ALA accredited program.
  • Eight (8) years of experience in an Academic Library setting. Experience in a similar setting (special library, library vendor, public library, or museum) may be substituted.
  • Two (2) years of supervisory or management experience.
  • Two (2) years of budgeting experience.
  • Experience working in public service environment, supervising public services staff, or overseeing public service related activities.


  • Must satisfactorily complete EOU criminal and credential background checks. Having a criminal history is not an automatic bar to employment.

Preferred Qualifications
  • Additional Master’s or PhD.
  • Student centered with an inclusion and belonging focus.
  • Experience with instructional design principles and strategies for online course delivery platforms.
  • Four (4) years of supervisory or management experience in an academic library.
  • Experience collaborating with or working for Student Affairs, Academic Support Services, Institutional Research, First Year Experience programs, or other campus units at an institution of higher education.
