Job Summary

We are currently seeking skilled and team-oriented applicants to fill one or more of the following position: Parent/Child Educator – Project

  • Full-time position – Spokane County

EWU Early Head Start Parent-Child Educators (PCEs) are early childhood home visitors who help parents prepare their child for Success in School and in life by engaging and equipping parents in their roles as primary nurturer, most influential teacher and child advocate. PCEs provide high quality Early Head Start services to children and their families in compliance with local, state and federal regulations.

They accomplish this work by developing and maintaining authentic and respectful helping relationships with parents and children and by guiding individualized, home-based comprehensive child health and developmental learning experiences.

Their work is guided, resourced and supported by a well-managed, community oriented, relationship-based university organization that provides effective supervision and content support in child development, infant mental health, health, nutrition, family and community services and other program operations.

Ninety-minute home visits are scheduled on a weekly basis, year round. Caseloads per PCE include 10 to 12 infants, toddlers and pregnant women.

In addition, each PCE organizes and facilitates a minimum of 2 socialization experiences each month.

While PCEs are the primary service provider for the home-based EHS program option, they work collaboratively with parents, other EHS staff, volunteers, community partners and other providers to plan and implement the full range of EHS services.

Key Responsibilities

  • Effectively plan, implement and document weekly home-based EHS services to assure the delivery and coordination of comprehensive and integrated services
  • Recruit and enroll eligible children, pregnant women and their families for the EWU EHS program
  • Plan, implement and document effective socialization experiences twice a month for pregnant women, infants and toddlers
  • Document services in an accurate and timely manner in accordance with program systems, policies and practices
  • Actively participate in supervision, professional development and training, and multi-disciplinary meetings and consultations

All work must be completed in compliance with federal, state, local and university statutes, regulations, policies and practices to assure consistent, high quality services for pregnant women, infants and toddlers.

PCE’s are expected to work effectively with other EWU EHS staff, supervisors and community providers, including volunteers to provide the comprehensive set of EHS services to children and families

The salary for this position is $40,308 (minimum) up to $52,476. Where the hired candidate will begin within this range is dependent on education, experience, and skills. Required Qualifications

  • A minimum of a home-based CDA credential or comparable credential, or equivalent coursework as part of an associate’s or bachelor’s degree.
  • Demonstrated competency to plan and implement home-based learning experiences that ensure effective implementation of the home visiting curriculum and promote children’s progress across the standards described in the Head Start Early Learning Outcomes Framework: Ages Birth to Five, including for children with disabilities and dual language learners, as appropriate, and to build respectful, culturally responsive, and trusting relationships with families.
  • Demonstrated ability to train and mentor others.
  • Proven track record of teamwork and ability to give and receive job related feedback.
  • A demonstrated ability to use a trauma informed approach with staff and families.
  • Ability to pass all required checks including: initial health exam, ongoing health screenings and/or exams, and initial and ongoing background checks.
  • Demonstrated ability to apply a responsive and flexible approach that is supportive to the needs including universal access of our students, faculty staff and the public.

Preferred Qualifications

  • Associate’s, Bachelor’s, OR Master’s degree in Early Childhood Education, Human Services, or a related field.
  • Team building and leadership skills.
  • Proficient with technology including all MS applications such as Outlook, Word, and SharePoint.

Job Duties

Other Skills and Abilities:

Provide comprehensive early childhood health and developmental services in a home-based EHS program option to infants and toddler in partnership with the child’s parents

  • Plan and implement 90-minute weekly home visits utilizing EWU EHS approved procedures, curriculum and materials
  • Partner with parents to ensure that children are provided services in a healthy and safe environment and manner. Make recommendations for health and safety improvements, make referrals and or CPS reports if necessary to ensure the health and safety of the infant or toddler
  • Collaborate with families to establish family development goals and child development goals, and document this collaborative process in family partnership agreements
  • Promote parental involvement in curriculum planning, program governance and the overall EHS program
  • Monitor and educate parents with respect to children’s health status, including medical follow-up, physical health, dental health, mental health and nutrition
  • Provide support and resources to families in crisis and community resource referral services
  • Plan and effectively implement program activities in accordance with EWU EHS’ comprehensive individualization system (including health, nutrition, mental health, disabilities and family services)
  • Respond appropriately to each child as an individual, based upon observation, information, and documentation
  • Recruit EHS eligible infants, toddlers and pregnant to fill vacant slots
  • Plan and facilitate small group EHS socialization experiences as directed by Home Based Services Supervisor
  • Provide onsite child care as part of a program rotation and as scheduled and directed by the Home based Service Supervisor
  • Bring staff on home visits (program Managers, other Parent Child Educators) and attend other Parent Child Educators home visits as directed by the Home Based Services Supervisor
  • Participate effectively and deliberately in all program meetings including trainings, staffing, presentations, and community outreach
  • Other related duties as assigned

Effectively plan, track and document home-based EHS services to assure the delivery and coordination of comprehensive and integrated services.

  • Maintain appropriate data and documentation about each child in accordance with EWU EHS policies and procedures.
  • Implement monitoring and coordination systems as directed
  • Follow program deadlines and due dates for documentation as directed
  • Proactively communicate regarding health and safety issues and other topics effecting the well-being of children, families and staff
  • Other related duties as assigned

Conditions Of Employment

EWU Early Head Start provides services in family homes located throughout Stevens, Northern Ferry, Pend Oreille and Spokane counties. Home visitors work from regional hubs located in Colville Newport, and Spokane. Position works in EWU offices located in a central location.

This position requires services be delivered in the homes of program families, many of whom are located in unincorporated areas.

Position Requires

  • Use of a personal vehicle when performing job duties;
  • Proof of insurance and a valid driver’s license; mileage for use of personal vehicle for completion of job duties will be reimbursed at the approved state rates.

  • Infant/Toddler CPR and First Aid Certificate (within 30 days after hire)
  • TB Test (within one year prior to hire)
  • Staff Health Exam (prior to hire)
  • Valid Washington State Driver’s License and private automotive insurance (prior to hire)
  • Food Handler’s Permit (within 30 days after hire)
  • HIV/Blood Borne Pathogens Training (within 30 days after hire)
  • Personal vehicle for local travel
  • Provide 3 Personal and 3 Professional References (prior to hire)
  • Criminal Background Declarations (prior to hire)
  • Pass all Background Checks as required by 45 CFR Part 1302.90, including state criminal history records fingerprint checks (prior to hire) , sex offender registry check (prior to hire), FBI criminal history register finger print check (within 90 days of hire) and child abuse and neglect state registry check (within 90 days of hire). Employee must also pass all 4 criminal background checks at least every five years.

This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value, as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.

All new employees must comply with EWU Immunization Policy 602-02 and provide proof of immunity or vaccination to MMR before beginning work at EWU. Waivers for the immunization requirements are available for medical or sincerely held religious beliefs.
