Functions

The C5ISR Integration and Testing Manager is responsible for the integration and test of the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISRISR) systems including installation, integration, testing, validation, accreditation, commissioning, and warranty of all OPC electronics at the production facility (PF) and shipboard. Provides overarching support for the OPC project for a team of C5ISRI Integration Specialist, C5ISR Test Specialist, Cyber Lead, and Subcontractors.

Essential Duties and Responsibilities: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

  • Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
  • Support the Test Director in execution of a robust total ship test program including, but not limited to, reviewing of test processes and procedures for all C5ISRISR areas. Shall develop test reports, to include land based, shipboard (pier side and underway), and Navy INSURV acceptance trials.
  • Shall be an SME on all shipboard systems and perform basic/advanced test operations of equipment and systems to ABS, USCG and INSURV.
  • Ensure the logical and systematic conversion of Contract Requirements into C5ISRISR systems solutions that acknowledge technical, schedule, and cost constraints.
  • Shall be an SME and able to lead integration and testing on all systems and have the ability to lead the production team through the installation check-out, grooming, and operation of all systems.
  • Work with Production, QA, and Engineering to ensure 100% corrective actions, within the assigned areas, are completed. Apply all trial cards and deficiencies discovered during test/QA and work to have them corrected on future platforms.
  • Work directly with USCG, ABS, Subcontractors, and ESG counterparts to identify, define, and mitigate/resolve OPC technical issues and concerns.
  • Coordinate and facilitate Integrated Process Teams (IPT) as required to manage various OPC technical areas including (but not limited to) integration, test, and evaluation.
  • Maintain interface with ESG Engineering on all aspects of C5ISRISR design.
  • Lead Integration and Testing teams, Engineering, Production, and subcontractors to de-conflict competing priorities during all Testing and Activation projects to deliver results within financial and schedule specifications.
  • Manage the OPC Cyber Security effort to include integration, execution, and testing.
  • Lead the C5ISR I&T teams and subcontractors in production, test, launch, and trials Readiness Reviews as assigned.
  • Lead the C5ISR I&T teams and subcontractors during Pre and Post Sea Trials meetings as assigned.
  • Lead the C5ISR I&T teams in coordinating with Engineering and Project Management to ensure that the shipyard testing strategy is being followed.
  • Prepare detailed schedules, reports, and metrics for presentation on OPC C5ISRISR development progress, contract milestones, and deliverables.
  • Subcontractor Management.
  • Warranty management.
  • Contract support and management.
  • Ability to work independently or in a group.
  • Perform other duties as assigned.

Supervisory Responsibilities

Will directly and/or indirectly supervise employees assigned to the OPC C5ISR I&T Team and Contractors. Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.

Reporting Relationship

  • This position will report to the OPC Senior Test Manager.
Job Requirements

Qualifications

Education/Experience: Education/Experience: Bachelor’s degree or 8 years cumulative experience in participation in management, development, installation, and testing of C5ISRISR systems. Experience with government acquisitions is required.  An equivalent combination of education or experience may be considered.

  • Required Skills: Intermediate level Microsoft Office applications including Word, Excel, PowerPoint, and Project. Read and interpret documents such as general business periodicals, professional documents, company policies/procedures, and governmental regulations. Ability to interpret contract language and requirements interpretation. Requires excellent and accurate written and oral communication skills and the ability to effectively present information and respond to questions from senior management, employees, government officials, and the public exercising diplomacy and tact. Ability to communicate effectively and to forge and sustain outstanding client relationships while managing and executing multiple workstreams. Demonstrate strong analytical and conceptual skills. Ability to lead multi-system integrated product teams. Ability to multi-task and work on multiple projects simultaneously.  Rapidly obtain, sort, filter, and analyze large volumes of data. Maintain the confidential integrity of details pertaining to Eastern Shipbuilding Group, Inc.
  • Desired Skills: Experience in the USCG, DoD, or U.S. Navy environment, particularly providing engineering, Integrated Process Team facilitation, event support, acquisition engineering, test and evaluation, certifications/system engineering, CONOPS development and evaluation, system and architecture trade studies, platform/systems integration technology transition development, engineering and analysis, modeling and simulation, system engineering trade-off studies, system engineering/open architecture, ILS engineering, Fleet Introduction, and export control program. Experience with TEMPEST, CYBER, and CDRL development & management is highly desired.
  • Traits: Integrity, flexibility/adaptability, initiative, interpersonal skills, attention to detail, and multi-tasking. Willingness to provide objective evidence to Program management and company leadership.  Ability to carry out and understand assignments and convey or exchange routine information.

Working Conditions: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee may be exposed to the risk of electrical shock. The noise level in the environment is low to moderate, such as in an office environment.

Physical Activity/Requirements: The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job.

This job will operate in multiple environments, including a professional office environment, and Shipboard during the production, outfit, test, and delivery phases of each Ship. Employees must be able to work in a ship production environment, including climbing, entering tanks and voids, etc., in all weather conditions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
