Requirements:
- A bachelor’s degree in Land Surveying, Civil Engineering, or related field OR an associate degree in Land Surveying or related field and a minimum of four (4) years of experience in surveying and professional engineering.
- Must possess or have the ability to obtain Professional Land Surveyor license within 12 months of hire.
- Must possess or obtain (within 30 days of hire) and maintain a valid Wisconsin driver’s license.
- Must have a thorough knowledge of Wisconsin State Statutes relating to the development of land and must be able to read, write, and research land legal descriptions.
Preferred Qualifications:
- Experience or training in computer- aided drafting software, Trimble Access and Road field collection software.
- Experience with GPS and conventional surveying equipment and methods, including robotic total station and automatic and digital levels.

POSITION SCOPE
Under general supervision, this position provides professional land surveying services and manages all surveying functions of the Department, provides expert assistance to the project manager, and performs technical engineering tasks for the City of Eau Claire Engineering Department. Responsibilities of this position include scheduling, assigning and supervising all municipal survey work; providing legal descriptions and information to support land records requests; preparation and design of plans; and inspection and administration of various municipal construction projects. This position requires technical knowledge of land surveying, engineering design, and construction and requires the ability to be registered as a licensed land surveyor in the State of Wisconsin.
ESSENTIAL FUNCTIONS
Performs professional land surveying tasks by providing or supervising review and compliance to Municipal or State Code Standards of development of Subdivision Plats, Assessor’s Plats, Certified Survey Maps, Plats of Survey and legal descriptions for deeds and easements.
Provides interpretation of property surveys, deeds, easement, and other land records for Engineering and other City departments in both in oral and written form.
Works under the supervision of the Engineering Director to assure department goals are met.
Directs or conducts construction site staking and related activities, including development of stakeout data from CAD plan sets.
Supervises and/or conducts field surveys to locate property lines, and establish street, sewer, or water lines and grades.
Compiles/supervises all field data acquisition for planning, construction, and other City projects.
Assists Civil Engineers and Engineering Technicians in preparation of maps, engineering drawings, and plan sets for construction projects incorporating plan and profiles, cross sections, and standard details using computer-aided drafting and automated civil design software. Assists with project specifications and calculations of quantities, cost estimates and assessments; establishes alignments prior to development of project plan sets.
Advises Civil Engineers, contractors, developers, the general public, and City officials regarding surveying issues relating to City projects and answers questions regarding lands in the City in general.
Performs a variety of drafting and mapping operations including preparation of survey maps, annexation maps, and other mapping related to municipal facilities and projects using computer-aided drafting and automated civil design software.
Responsible for development and maintenance of horizontal and vertical control within the City and provides coordination with Wisconsin DOT for the City’s role in the statewide Continuously Operating Reference Station network (WISCORS).
Provides safety training for Engineering staff related to Engineering field functions.
Serves as Survey Crew Chief for a survey crew engaged in: setting sidewalk, building, and lawn grades; design mapping and stake out of project sites for a variety of public works projects; property surveys; establishing right-of-way locations; setting of traffic counters and performing other surveys related to traffic studies. Trains survey staff as needed.
Operates a variety of survey equipment such as an engineering level, digital level, total station, data collector, and Global Positioning System in performing location, topographic, and related engineering and surveying work; keeps field notes; makes computations to calculate lines, grades, and elevations.
Assists GIS Staff in preparation of municipal facilities mapping, and mapping of other land-based features.
Consults with and advises builders and contractors concerning construction problems that may occur. Furnishes information and explanations to substantiate the City's positions. Assists local surveyors and engineers with problems that they may have regarding land descriptions, alignment, or grade information.
Performs checks on own work to eliminate the possibility of errors and makes observations that detect potential construction problems and takes remedial action to remedy these problems upon approval of the Engineering Director.
Collects data for the Geographic Information System (GIS) for use by the Engineering Division, other city departments, and other governmental agencies. Maintains record information and office files and organizes field book data.

WORK ENVIRONMENT
Job consists of a combination of walking, standing, stooping, bending, and crouching. Must have ability for frequent handling/finger dexterity, with ability to reach and twist. Lift/carry on occasion up to 50 lbs., with frequent lifting/carrying/pushing of 25 pounds. There will be exposure to heat, cold, wet, and slippery conditions. May require specialized clothing or use of common personal protective equipment. Frequent travel within the City of Eau Claire is expected.
