JOB DESCRIPTION
POSITION SCOPE
Under direct supervision, performs a wide range of field duties in the patrol division. Patrols the City of Eau Claire enforcing animal and parking laws, and as directed, assists other department personnel with service-related duties. The incumbent, in performing service-related duties in any of the divisions, has daily personal contact with the general public.
ESSENTIAL FUNCTIONS
Investigates and enforces parking control ordinances of the City of Eau Claire
Parking restrictions in loading zones, overtime zones, handicapped zones, and prohibited parking areas and issues parking citations when necessary.
Checking of parking meters for expired time violations and issuances of parking
citations.
Reports all parking meters out of order, street signs down or damaged and in need of repair, missing signs and traffic lights which are not functioning properly.
Enforcement of regulations for municipal lots and enforcement of municipal parking ordinances.
Enforce overnight calendar parking during snow emergencies.
Monitors reserved parking spaces, including monthly sticker permits.
Responsible for follow-up investigations on vehicles towed for parking violations. Works with city contracted towing company to properly dispose of towed vehicles.
Investigates and enforces animal control ordinances of the City of Eau Claire.
Investigate complaints of stray or nuisance animals and if owner has violated city ordinances, issue citations.
Transports and impounds all stray dogs and cats at a designated facility if owner cannot be located.
Responds to and investigates complaints of dangerous or wild animals that pose a threat to the community.
Investigates animal variance requests and forwards report to Chief or their designee for review and action.
Respond to complaints involving animals, i.e., barking dogs, animals running at large, causing nuisance and/or unlicensed animals; animal bites and impounds sick, injured, rabid, or dead animals, issuance of citations.
Investigates and enforces additional ordinances as directed by the Senior CSO or Supervisor.
Assists other agencies, including Health Department, DNR, Humane Society, etc., dealing with animal-related issues.
Completes NCIC validations on items entered as stolen by the Department.
Operates and maintains all assigned equipment necessary to perform duties.
Operates, as necessary, department equipment, i.e., telephones, copy machines, fax machines, computer terminals, in the performance of assigned tasks.
Assists in the transportation of departmental vehicles to City Maintenance facilities for service.
Responsible for setting up and removing the speed trailer/barricade at requested locations within the City of Eau Claire.
Delivers or ships, as directed, selected equipment items for servicing repair calibration.
Responds to found/abandoned bicycles, completes a report and transports the bicycles to our property room.
Provides traffic direction assistance at scenes when needed.
Prepares and submits reports required by various job activities.
Complies with orders, directives, and assignments given by supervisory personnel.
Assists department personnel in service-related matters as directed.
If so authorized and requested, respond to the scene of medical emergencies or personal injury accidents and provide traffic control at accident scenes, fires, civic events, or other locations.
Assist sworn officers at the scene of arrest or accidents by securing the scene, waiting for tows or impounds.
Provide assistance as necessary through such activities as agenda and mail deliveries, as well as the delivery of supplies from City Hall to the Police Department.
Provide assistance with special events as deemed necessary by the Patrol Division
When so directed, assist clerical staff in office tasks, answering telephones, and/or serving citizens at the public inquiry area.
Maintain daily activity log and preparation and submission of incident reports on a timely basis.
Ability to interact professionally with a wide variety of citizens in varied settings, including stressful and emergency situations
Excellent written and oral communications skills
Ability to exhibit initiative and problem solving capability in coping with a variety of law enforcement situations

EDUCATION/EXPERIENCE/CERTIFICATIONS
Must be at least 18 years of age.
A High School Diploma or equivalent (GED, etc.) is required.
Must possess and maintain a valid Driver’s License.
Must have no felony convictions on record.
