The City of Eau Claire is seeking qualified candidates for the professional position of Transit Manager in the Community Services Department. The Transit Manager is directly responsible for the coordination and administration of the planning, development, and operation of the Public Transportation System.
The Eau Claire Transit (ECT) system is a division of the Community Services Department. The City operates a fixed route, fixed schedule public transit system with a sixteen-bus peak. A demand response para-transit service providing transportation to qualified individuals is currently operated by a private vendor under a service contract in partnership with Eau Claire County. Public transportation service is also provided to the City of Altoona and the University of Wisconsin-Eau Claire, under separate service contracts. The Transit Manager is directly responsible for the coordination and administration of the planning, development and operation of the Public Transit System.
ESSENTIAL FUNCTIONS
Manages the operation of the Eau Claire Transit system including supervision of the Transit Supervisors, Bus Operators, Bus Mechanics, Combination Service Workers, PT Shop Personnel, and Clerical staff.
Maintains a working relationship with other transit systems and with county, regional, state, and federal transportation agencies.
Develops and maintains positive collaborations with community organizations that are mutually beneficial to customers, the Transit System, and community agencies.
Applies for and administers transit operating, capital, planning, and demonstration grants from state and federal agencies.
Ensures compliance with federal, state and local regulations, certifications, and assurances. Submits required federal, state, and local financial, statistical, and operating reports.
Monitors and evaluates Transit System performance.
Provides staff services to the Eau Claire Transit Commission. Attends all meetings. Makes presentations prepares agendas, minutes, and reports, with assistance from Transit staff.
Serves as staff liaison to the Eau Claire City Council. Attends meetings dealing with transit related items, makes presentations, and prepares agenda items and reports.
Manages the operations of the Transit system to assure compliance with of Title VI and the American with Disabilities Act (ADA).
Develops and recommends to the Transit Commission changes in service levels, policies, and fares.
Develops and implements a marketing program, including participation in community events that take place outside of the normal workday.
Assists in labor negotiations and participates in grievance procedures with unionized transit employees.
Develops and administers the ECT operating and capital budgets.
Works cooperatively with the Streets & Fleet Division to ensure federal and state compliance with the vehicle, equipment, and fleet maintenance program.
Administers the countywide paratransit program and oversees all third-party contracts to ensure third-party compliance with federal and state transit certifications and assurances.
Ensures that the work environment of the Community Services Department is inclusive and supportive to people of different backgrounds, and that department operations accommodate the needs of residents of different backgrounds. May be asked to represent Community Services on Citywide Equity, Diversity, and Inclusion initiatives.
Covers work of the Transit Supervisors when they are on vacation, on sick leave or attending training. The fill-in includes being on-call to respond to accidents and incidents, both on buses and at the Transfer Center. Occasionally opens the office, checks on the Bus Operators, and counts receipts.

EDUCATION/EXPERIENCE/CERTIFICATIONS
A bachelor’s degree in Public Administration, Business Administration, or related field is preferred.
Five years of relevant supervisory/management experience with a Public Transit System is preferred.
Must possess or obtain (within 30 days of hire) and maintain a valid Wisconsin Driver’s License.
A valid Class B Commercial Driver’s License with P Endorsement is preferred.

Must be able to take direction and work well with others.

- Possess or obtain (within 30 days of hire) a valid driver's license.
Preferred Qualifications:
- Five years of relevant supervisory/ management experience with a Public Transit System.
- A bachelor’s degree in public administration, business administration, or a related field.
- A valid Class B CDL with no air brake restrictions and P endorsement.
