The Accounts Receivable Fiscal Associate plays a critical role in ensuring the financial stability of the Department of Human Services (DHS) by overseeing the accurate preparation, posting, verification, and recording of all payments and transactions. This position upholds the highest standards of financial integrity by strictly adhering to Generally Accepted Accounting Principles (GAAP), driving the efficiency and effectiveness of fiscal documentation. With a deep understanding of state and federal collections requirements, the Accounts Receivable Fiscal Associate provides strategic guidance to fiscal staff, ensuring compliance and supporting the department's financial operations in alignment with regulatory standards.

EXAMPLE OF DUTIES
Leverages extensive expertise in governmental accounting practices and procedures to execute daily verifications, classifications, and meticulous recording of accounts receivable data. Prepares and processes detailed invoices and statements for services rendered by the Department of Human Services (DHS), ensuring accuracy and strict compliance. Conducts comprehensive audits to validate the integrity and completeness of financial documents, proactively identifying discrepancies. Enforces county, state, and federal fiscal regulations, upholding the highest standards of financial compliance.Demonstrates advanced proficiency in accounts receivable and financial management practices; efficiently coordinates and generates invoices for third-party payers. Processes payments with precision, assessing their appropriateness, and prepares timely deposits. Accurately allocates financial data to the correct accounts, ensuring transaction precision. Conducts thorough reconciliations to ensure all bills and payments are accurately accounted for, and prepares and posts journal entries to maintain seamless financial records.Implements strategic collections methodologies to recover outstanding debts owed to the county for services provided through DHS. Conducts in-depth research to identify and recover funds paid on behalf of clients eligible for retroactive Medical Assistance, ensuring accurate reimbursements and compliance. Utilizes QuickBooks for efficient financial tracking and reporting, and accesses the Department of Revenue tax site to verify and manage tax-related information, ensuring compliance with state regulations.Analyzes financial data and statements to provide strategic recommendations to administrative staff, facilitating informed decision-making. Supports the department's fiscal operations by preparing detailed financial analysis reports for leadership. Continuously evaluates financial performance, offering insights and advice on operational results to optimize department efficiency and regulatory compliance.Ensures the accuracy and integrity of financial records while maintaining strict compliance with applicable laws and regulations. Collaborates with independent and state auditors to facilitate comprehensive departmental audits, providing necessary documentation and support. Establishes and maintains robust internal fiscal control systems to safeguard financial integrity and promote transparency.Oversees the proper maintenance of reporting and record-keeping systems, ensuring that all records are managed in strict adherence to legally mandated record management practices and procedures. Proactively monitors system accuracy to ensure compliance and safeguard organizational integrity.Prepares detailed, clear, and concise reports that provide valuable insights into DHS operations, including the creation of essential state and federal financial and statistical reports to support decision-making and ensure compliance with regulatory standards.Manages inquiries related to orders and payments, providing timely and accurate responses to ensure smooth transactions and customer satisfaction.Utilizes a range of software and systems, including Avatar, Linq, eWiSACWIS, CARES, QuickBooks, Human Services Reporting Systems, Forward Health, and PandaDoc, to streamline departmental operations, ensuring accurate data management, reporting, and compliance with relevant regulations.Demonstrates expertise in auditing procedures, conducting thorough reviews of financial records and transactions to ensure accuracy, compliance with regulations, and the identification of discrepancies or areas for improvement.Manages the Department of Revenue (DOR) account for the Department of Human Services (DHS), ensuring accurate tracking of payments, refunds, and tax-related transactions. Regularly reconciles DOR account records to maintain financial accuracy, compliance with state tax regulations, and alignment with departmental financial goals.Demonstrates advanced proficiency in utilizing computer programs and applications to efficiently complete tasks. Collaborates with the Information Systems (IS) Department to design and implement systems that align with regulatory agency requirements, ensuring operational compliance and system integrity.Prepares and presents monthly and year-to-date financial reports upon request, providing clear, accurate, and timely insights to support decision-making and ensure financial transparency.Oversees and adapts to program regulation changes from the Department of Children and Families (DCF) and the Department of Human Services (DHS), ensuring compliance with updated policies and procedures, and implementing necessary adjustments to maintain program integrity and effectiveness.Performs general accounting duties in adherence with Generally Accepted Accounting Principles (GAAP) standards.Performs other related duties as required or assigned.
