The Geographic Information System (GIS) Administrator develops, administers, and supports Eau Claire County's GIS Program and division staff. The position determines the design and architecture for the County’s Enterprise GIS including cadastral data standards, Next Generation 911 data accuracy, and project management.
EXAMPLE OF DUTIES
Serves as chair of Eau Claire County’s Land Information Council and holds appointment as Land Information Officer as specified in §16.967(7); plans for computerized integration of land records (Land Information Plan) with other systems both within the county and state-wide; prepares annual applications; administers land records grants in accord with §59.72 of the Wisconsin Statutes; serves as liaison contact with the Wisconsin Department of Administration.Incorporates comprehensive knowledge of geography, cartography, and GIS theories, principals, and standard best practices to administer the county’s GIS Program including system design, development, implementation, maintenance, support, testing, and training for the Enterprise System. Directs knowledge of the principles and practices of supervision to participate in decisions on hiring, retention, discipline, and other personnel matters; supervises and manages activities of staff that includes determining work procedures and schedules and developing methods for expediting workflow; approves employee requests for leave and overtime as required by operational necessity; evaluates employee performance; coaches and counsels staff to achieve improved performance and productivity; recommends corrective disciplinary action as needed; identifies individual training needs in order to achieve greater departmental performance and productivity.Maintains knowledge of and proficiency in operating multiple databases, programming applications, and software to enhance the efficiency of the Division through use of automated functions; works in the ESRI software platform including ArcGIS Pro, ArcGIS Enterprise (Portal), and ArcGIS Online, MS SQL, Visual Studio, Python, Arcade, and other GIS software.Creates, updates, and maintains spatial and attribute databases; develops links to associated county data for availability in the Eau Claire County GIS and Land Information System (LIS) environments, and on the internet using standardized procedures.Controls GIS Server administration and GIS and Database Management System (DBMS) maintenance; grants and removes user permissions; authorizes and configures countywide software license; implements appropriate backup procedures.Establishes priorities and resources for systems modifications and data development requests.Ensures system integration with other county computer systems; cooperates with other departments providing GIS expertise.Adheres to standard record keeping guidelines for public access; maintains open records public access to GIS data, both online and through data distribution agreements, in cooperation with the Information Systems Department and external consultants.Analyzes GIS requirements; prepares documentation reflecting procedures; prepares program specifications conforming to established mapping standards.Performs data conversion and integration; interprets legal land descriptions, transfers descriptions, geographic data, and Public Land Survey System (PLSS) data into cartographic representations.Prepares thematic and comprehensive maps for analysis, quality control, presentations, and distribution.Responsible for the development and delivery of user training on new system functionality or system upgrade changes.Identifies, analyzes, troubleshoots, recommends modifications, and resolves GIS technology and PC hardware and software issues.Demonstrates expertise with Global Positions System (GPS) equipment and data collection methods; assists with the research, evaluation, and deployment of GPS hardware and software upgrades and latest information technologies.Establishes and maintains effective working relationships with internal and external partners; provide technical assistance and guidance to other county departments to meet their GIS needs; collaborates with external vendors and county staff to define system requirements, resolve application issues, and implement technical solutions; assists the public in the search of geographic/land information.Updates and maintains the county’s online GIS website and Apps.Attends training, seminars, workshops, conferences, and meetings.Performs other related work as required or assigned.
SUPPLEMENTAL INFORMATION
Master’s degree in geography, GIS, computer sciences, or related field.Five (5) years of related experience with Esri software platform including ArcGIS Prog, ArcGIS Enterprise (Portal), and ArcGIS Online.Two (2) years supervisory experience.GIS Certificate Program from an accredited college or university.
