About The Team And The Role
eBay is seeking a Senior Counsel, Ethics & Compliance to join our team! This position will be based in the New York metropolitan area or Washington, DC. The role will report to the Senior Director, Global Head of Ethics & Compliance and help implement, monitor, and improve our ethics and global compliance program within the Legal organization.
What You Will Accomplish
$158,800 - $239,800
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.

About The Team And The Role
eBay is seeking a Senior Counsel, Ethics & Compliance to join our team! This position will be based in the New York metropolitan area or Washington, DC. The role will report to the Senior Director, Global Head of Ethics & Compliance and help implement, monitor, and improve our ethics and global compliance program within the Legal organization.
What You Will Accomplish
- Manage our global investigations program including reviewing reports made to eBay’s Integrity Helpline and, in collaboration with management, conducting investigations of reported misconduct, including extracting and analyzing data, developing investigation plans, collaborating with partners including Legal, People, and Security, and interviewing witnesses and subjects as needed
- Develop and enhance policies, procedures and operating guidelines around eBay’s Code of Business Conduct and Ethics and ensure operational systems are current, effective and maintained
- Lead the Business Ethics Officers (BEO) ethics ambassadors program, including training and onboarding BEOs, developing programming for BEOs, and providing ongoing support
- Lead the annual ethics survey process, including revisions to the questions as needed and analysis of results for senior leadership
- Support compliance with anti-corruption policies and applicable laws and regulations, including conducting due diligence on higher risk third parties and transaction monitoring
- Lead periodic in-person training sessions
- Manage the ethics & compliance communications plan and otherwise promote a “speak up” culture within the employee population
- Monitor systems managed by partner teams and coordinate with those teams on Code of Business Conduct & Ethics-related issues identified, including recommended remediation
- Build periodic reports on compliance program data for Board reporting
- Create data analytics framework to assess risk and monitor trends on an ongoing basis
- 8 years of Ethics & Compliance experience or experience in a related control function such as Legal, Finance, Audit, or Investigations
- Ability to provide risk-based advice, drive execution across organizational lines, and manage and think globally
- Strong process and problem-solving skills, including prioritization of matters, proactive identification of issues and risks, and implementation of mitigation plans
- Experience leading internal investigations
- Ability to manage, pull, prioritize and report on data in a clean, crisp manner to serve multiple audiences; data analytics experience is a plus
- Excellent verbal, written and interpersonal skills and the ability to communicate effectively; proficiency in English is required
- Experience working in a global organization across time zones and across cultures
- Experience and expertise with MS Office, G Suite, and Salesforce
- Bachelor’s degree; Juris Doctor preferred
