We are seeking a strategic and hands-on Decommissioning Lead, Theater Medical Data Store (TMDS) Software Test Facility (STF) to drive the planning, progress, solutioning, and executional oversight of decommissioning activities. This role demands a proactive individual who can navigate a complex stakeholder ecosystem, facilitate meetings, understand intricate technical topics, and apply robust program management skills needed to ensure executional certainty. Over time, as systems decommission, focus will shift more toward integration initiative across the modernized portfolio.


This role will work closely with client team members, government leaders, vendors, and subcontractors in support of the JOMIS program.  


JOB RESPONSIBILITIES:

  • Work with ecosystem of stakeholders (internal & external) to develop and maintain decommissioning plans, ensuring they are viable and proceed according to schedule.
  • Support the Decommissioning Lead in execution of decommissioning activities, ensuring all activities are strategically aligned and executed efficiently.
  • Work across value teams to identify, evaluate, and elevate key milestones, risks/mitigations, and dependencies in decommissioning as well as with broader integration efforts
  • Work closely with Value Teams and vendor staff to establish and communicate priorities, ensuring slippage of schedules or performance is communicated across value teams and up to JOMIS leadership
  • Develop materials presenting COAs (Courses of Action), LOEs (Levels of Effort), and the status of decommissioning activities.
  • Support the identification of key Theater Medical Data Store (TMDS) use cases and ensure they are appropriately mapped to modernized systems or document decisions not to map functionalities.
  • Serve as a liaison between management and technical staff to ensure common understanding and effective communication of decommissioning efforts
  • Attend and contribute to key engineering forums, including technical working groups and the Engineering Review Board (ERB).
  • Assist in Program Increment (PI) Planning to ensure integration efforts, starting with the TMDS decommissioning, are properly estimated, committed to, and tracked.

BASIC JOB REQUIREMENTS:

  • Bachelor's degree in computer science, Information Technology, Healthcare IT, or a related field. Master's degree preferred.
  • Proven experience in program management, particularly within Operational Medicine and Healthcare IT software development.
  • Extensive experience in decommissioning projects
  • Experience working in a government environment, particularly with the Department of Defense
  • Strong background in Agile methodologies and tools, particularly JIRA and Confluence.
  • Strategic thinker with excellent problem-solving and critical-thinking abilities.
  • Strong technical acumen and ability to understand complex technical topics.
  • Exceptional facilitation and communication skills, with the ability to navigate and manage complex stakeholder ecosystems.
  • Proficiency in developing and presenting detailed project plans, status reports, and risk assessments.
  • PMP certification (preferred but not required)
  • U.S. citizenship required
  • Ability to obtain a government-issued CAC (Common Access Card)
