Seeking a highly qualified Proposal Manager to join our dynamic team in Pensacola, FL. The candidate will serve as a Proposal Manager and oversee all aspects of proposal development from receipt of requirements through delivery to the Executive Team for review and submission. Responsible for all duties associated with the writing, management, and production of required submissions in response to Federal RFI's, Sources Sought Notices, RFPs, and RFQs. Emphasis on organizational skills, task management skills, and the creation of error-free written content.
Role and Responsibilities
The position of Proposal Manager must be able to perform and / or support the following tasks :
- Analyze solicitations and / or customer requirements to layout proposal strategy.
- Translate solicitation requirements into a cohesive, logical format for proposal development.
- Prepare and update the Proposal Checklist for each project.
- Prepare and update the Proposal Schedule with all required milestone events, including combination of Blue Team, Green Team, Black Hat, Pink Team, Red Team, Gold Team, and / or White Glove Reviews.
- Read and distribute RFP and associated materials to the proposal team, ensuring that all updates, amendments, and modifications are distributed in a timely manner.
- Prepare daily logistics for proposal meetings and reviews. This can include maintaining proposal team distribution lists, sending meeting invites, setting up and running web conferencing, keeping meeting minutes and action registries, and preparing recovery drafts.
- Create or assist in developing outlines, compliance matrices, proposal templates, win themes, graphics, and storyboards.
- Serve as the point of contact for subcontractors; issue, track, and assemble data calls from subcontractors.
- Continuously monitor all amendments and modifications to the solicitation.
- Work closely and collaboratively with proposal stakeholders to document technical and management solutions for federal proposals.
- Manage all aspects of proposal development from receipt of requirements through delivery to the Contracts Manager for submission.
- Prepare and manage detailed proposal plans, schedules, outlines, and compliance matrices; consistently and clearly communicate deadlines and draft review expectations to other teaming partners, and subcontractors; and creating and maintaining Outlook invitations for color reviews and other proposal milestones.
- Coordinate proposal writing assignments with the proposal team members, including compliance reviews, win themes, and proposal templates.
- Manage proposal versioning and quality control to ensure that all proposals meet high standards for submittal, in coordination with Contracts and Program Management departments.
- Coordinate and support the production of proposal submissions, both electronic and printed versions.
- Build strong partnerships and successful relationships including communicating proposal-related requirements and status with senior leadership.
- Responsible for editing and formatting documents for various reviews and final proposal submittal.
