What are the responsibilities and job description for the Senior UXO Supervisor position at ECC?
Location: Fort Bliss,
ECC is seeking candidates for a Senior UXO Supervisor position at Fort Bliss, near El Paso, Texas. The project is expected to last approximately 9 to 10 months, starting mid-May 2025.
The Senior UXO Supervisor is primarily responsible for the operational execution of DoD and ECC related policies, standard operating procedures and practices that support the goals of the assigned project. Additionally, responsible for performing munitions response and unexploded ordnance (UXO)-related operations. Such operations include but may not be limited to military munitions responses, range clearance activities, range maintenance, inspection and certification of munitions debris and range-related debris being considered for transfer or release from DoD control, munitions/UXO disposal operations. Provide field supervision over UXO Technicians III/Team Leaders other field support personnel
In addition to being able to fully perform all of the UXO Technician I, II and III functions, the Senior UXO Supervisor (SUXOS):
- Plans, coordinates, and supervises all explosives operations
- Supervises multiple teams
- Assists in development of munitions response plans
- Is responsible for the execution of all operations such as military munitions responses, range clearance activities, range maintenance, and inspection or certification of munitions debris and range-related debris being considered for transfer or release from DoD control.
- Is responsible for executing all phases of work in accordance DoD guidance and policy
- Responsible for the health and welfare of all assigned personnel within his charge
- Responsible for the security of all assigned personnel and assets
- Manage equipment maintenance, calibration (as required), inventory accuracy and report any failures or deficiencies of all assigned equipment
- Supervises the inventory control of all recovered munitions, UXO, scrap and donor explosives
- Coordinate site operations and activities with local authorities, non-essential personnel and official visitors
- Supervise the excavation and recovery of subsurface UXO; construction of UXO-related protective works; the location of surface UXO by visual means; transporting and storing UXO assuring compliance with Federal, state, and local laws
- Supervise the disposal of UXO by burning/detonation; preparation of an UXO disposal site; preparation of an on-site safe holding area for UXO
- Determine UXO-related storage compatibility
- Supervise donning and doffing of personal protective equipment; operation of a personnel decontamination station; maintenance and operator checks on all team equipment
- Prepare project-related field administrative reports
- Manage supervisory responsibilities in accordance with the organization’s policies and applicable laws
- In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position
Requirements
- Ability to communicate in written and verbal formats
- Proven ability to implement operational requirements to address complex needs and issues or problems
- Competent in using Microsoft Office products, email systems, Windows and personal data assistants (PDAs)
- Minimum of 10 years of progressively responsible experience with significant experience in all aspects of EOD, UXO, range clearance and/or other munitions response operations.
- Five years of experience must be in supervisory positions
- Must be able to perform all principal accountabilities of UXO Tech I, II and III
- Demonstrated in-depth knowledge of regulations, requirements, references, policies and guidance documents pertaining to the Military Munitions Response Program (MMRP)
- Divers conducting underwater detection and identification of munitions must have completed both the basic and the underwater portions of NAVSCOLEOD (or foreign equivalent) training
- 40-hour HAZWOPER training, annual 8-hour HAZWOPER Refresher training, and 8-hour OSHA Supervisor training
- Travel: Must be able and willing to work on-site at project location with periodic travel home with project management approval.
- Education: Must be a graduate of US Naval EOD School, acceptable Allied Nation EOD school (Great Britain, Germany, Australia, Canada) or accredited UXO Technician Level I training program and with appropriate experience as required by Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18
Preferred Qualifications
- An Explosives Blaster’s License for multiple states
- A commercial Driver's License with HAZMAT endorsement
- Proficiency in operating certain types of mechanical equipment, such as dozer, backhoe, loader, track hoe, gravel sifting plants, etc.
- 30-Hour OSHA Construction Safety certification
- Experienced in sifting operations
- First Aid training
ECC targeted base salary range for this position is anticipated at $115,000 - $120,000 annually which includes the Hazardous Pay Differential. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
This position is a temporary position with no benefits package provided.
