Senior Water Operator

The Senior Operator is responsible for the daily oversight of the operations team; schedules and assigns daily tasks to staff, oversees preventative maintenance programs and asset management documentation in support of water production, ground water treatment, water distribution, and wastewater collection systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversees the daily operations of water production, water treatment, the storage of a public treated water supply, transmission and distribution of treated water, collection of wastewater, transmission, and distribution of non-potable water, and concentrate disposal systems to ensure the system is operating safely, efficiently, reliably, and in accordance with all governmental regulations.
  • Schedules and assigns daily work of in-district operations team including training, technical assistance, work inspections, and ensures tasks are completed on time and correctly.
  • Plans and assign system maintenance and inspection programs to meet requirements set by operations department supervisor. Examples include annual hydrant flushing program, valve exercising, storage tank inspections, hydrant maintenance and painting, PRV maintenance and trunk line inspections.
  • Coordinates operations staff support for capital improvement projects; cleaning and maintenance of the collection system; I&C department repairs, upgrades, and equipment replacement, while utilizing the Elements system to ensure accuracy in reporting and providing development feedback as requested.
  • Ensures compliance with state and federal regulations and protection of employee and public health and safety. Participates in and conducts appropriate safety training.
  • Evaluates procedures and makes recommendations for improvement, refinement or expanding operations to meet current or long-term needs.
  • Inventories, audits and order supplies, tools, chemical deliveries, and repair parts to increase operations department efficiencies and reduce supply delay downtime.
  • Interacts with citizens, outside agencies, consultants, staff, and other departments concerning questions, complaints, procedures, standards, and specifications.
  • Maintains regular and predictable attendance as scheduled, and perform job duties with varying schedules, including holidays and weekends, on-call and overtime as needed.
  • Responds to on-call issues and emergencies as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of the Federal and State regulations relating to ground water, water treatment, drinking water, wastewater, and distribution and collection systems.
  • Strong knowledge and understanding of Supervisory Control and Data Acquisition (SCADA)systems; proficient in computer applications including Asset Management database and Microsoft Office products.
  • Understand and utilize blueprints, schematics, P & ID loops, and other layouts; perform math and algebraic equations associated with the water treatment field.
  • Skill in monitoring budgets associated with assigned projects.
  • Ability to establish, foster and maintain effective working relationships with all District employees, management, consultants, governmental officials, and the general public.
  • Demonstrate with all interactions, a high level of quality customer service; a positive and professional demeanor; the ability to exercise sensitivity; the ability to handle stressful situations in a diplomatic and tactful manner.

  • Ability to effectively communicate verbally and in writing, prioritize tasks, make independent decisions, prioritize workload with multiple shifting priorities and interruptions; follow-up, and follow-through on tasks; and meet deadlines.
  • Understand and utilize blueprints, schematics, and other layouts; perform math and algebraic equations associated with the water treatment field.

REQUIREMENTS:

  • 5 years water treatment, utilities operations or related field or combination of education, certifications, and experience.
  • Class A Water Treatment Operator, Class 4 Water Distribution System Operator, and a Class 4 Collection System Operator, or ability to obtain within a year is required.
  • Must possess a valid driver's license and pass a background check.

WORKING ENVIRONMENT AND PHYSICAL ACTIVITIES

This position consists primarily of office work with reoccurring field work and requires occasional operation of a district vehicle to various work sites. Office work requires the ability to operate standard office equipment, such as computers, phones, photocopiers, and fax machines. This position requires the ability to sit for extended periods of time with hand/eye coordination: for repetitive motion and data entry. Field work includes exposure to all weather conditions and working in potentially hazardous environments which may involve handling and exposure to hazardous chemicals. This position requires full range of physical motion with hand/eye coordination: for frequent standing and walking including on uneven terrain; for the use of tools and equipment; for the ability to access confined dark spaces, including vaults, water tanks and manholes; to climb stairs, equipment, and ladders. Position includes the occasional lifting and/or moving of items up to 100 pounds and regular lifting of 20-50 pounds of equipment and tools. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Position pay range: Min $70,900/yr ($34.09/hr)-Max $113,400/yr ($54.52/hr). Pay based on qualifications and experience. ECCV is an equal opportunity employer.
