What are the responsibilities and job description for the Technical Project Manager position at ECF Data, LLC?
Minimum Key Hard Skills:
- Budgeting and forecasting expertise

- Ability to author PMO artifacts and execution of SDLC gate check processes
- Responsible for all phases of projects of a highly complex nature, which may include projects involving multiple project work streams, and acts as a single point of contact for those projects.
- Plan and manage programs and projects across multiple business Product Teams, as well as across internal IT departments as required.
- Take projects from original concept through final implementation. Interfaces with all areas affected by the project including end users and IT and business partners.
- Actively manage small and large-scale projects directly with varying degrees of complexity.
- Conduct program and project meetings and is responsible for tracking and analysis.
- Ensure adherence to quality standards and reviews all project deliverables. Recommends and takes action to direct the analysis and solution of problems.
- Communicate with stakeholders on an ongoing basis; estimate resources and participants needed to achieve project goals; draft and submit budget proposals and recommend subsequent budget changes where necessary; manage multiple projects as necessary.
- Negotiate with other department managers and vendors for the acquisition of required resources; determine and assess needs for additional staff and/or consultants and make the appropriate recruitments if necessary, during project cycle.
- Plan and schedule project timelines and milestones using appropriate tools; track project milestones and deliverables; develop and deliver progress reports, proposals, requirements documentation and presentations.
- Determine the frequency and content of status reports from the project team, analyze results and troubleshoot problem areas, proactively manage changes in project scope, identify potential crises and devise contingency plans.
- Define project success criteria and disseminate them to involved parties throughout project life cycle.
- Understand where the program/project is in relation to the 5Ons: Schedule, Scope, Budget, Quality, and Benefits at all times in the life cycle of the project. For example, Schedule is yellow, which risk/issue is the driver.
- Provide Status Report as defined by your Regeneron supervisor manager
- Conduct post project post-mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
- Coordinate with IT and department managers to assess and track plans, status, etc. for on-time delivery of critical projects and programs; this includes assisting teams and the project teams in removing impediments and resolving cross-team issues.
- Strong leadership in a matrix environment to promote best practices in managing interrelated projects and programs to ensure successful delivery.
- PMP Certification
- Expertise with MS Project and Portfolio Management Tools
- Undergraduate degree in Computer Science or 7 years experience in this field
