What are the responsibilities and job description for the Senior Vice President of Behavioral Health Services - FT - day shift position at ECMC?
DISTINGUISHING FEATURES OF THE CLASS : The work involves developing the objectives and organizational structure for the Behavioral Health and Chemical Dependency services lines, including related services such as the Comprehensive Psychiatric Emergency Program (CPEP) at the Erie County Medical Center Corporation (ECMCC). The incumbent is responsible for daily and long-term operations such as strategic planning, budgeting, capital planning and program development. This is an executive management position. Work is performed under the general direction of the Chief Operating Officer - ECMC. The incumbent is responsible for the direction and supervision of subordinate Behavioral Health Services managers and department personnel including administrative, professional, technical and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES :
- Manages assigned departments and employees through subordinate managers;
- Establishes and maintains Behavioral Health Services department policies and procedures, objectives, quality assurance programs, safety, environmental and infection control standards;
- Develops operational and capital budgets for assigned departments in conjunction with physicians, nursing staff and department managers; monitors budget performance against allocations;
- Responsible for the development and implementation of procedures and controls to promote communication and adequate information flow across service lines and departments;
- Plans, develops and implements new services and programs to maintain competitiveness in the healthcare market;
- Plans and coordinates behavioral health and chemical dependency quality assurance program in conjunction with physicians, nursing staff and department managers;
- Oversees departmental billing and charge procedures for assigned service lines;
- Collaborates with Management Information Systems Department regarding selection and implementation of hospital information systems;
- Directs the materials management function for assigned departments;
- Assists in preparation of hospital-wide budget and allocation of funds based upon reviews of departments' estimates and recommendations;
- Assists in making hiring decisions for higher-level management positions as required;
- Participates in collective bargaining and labor management as required;
- Ensures compliance with applicable local, state, Federal and Joint Commission rules, laws, regulations and / or accreditation standards for assigned departments;
Participates in hospital / medical staff committees, providing for effective organization and management of assigned service lines.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS : Comprehensive knowledge of modern principles and practices of hospital and healthcare administration and organization; comprehensive knowledge of the principles of organization and management; comprehensive knowledge of applicable laws, rules, regulations and accreditation standards as they relate to hospital administration and assigned service lines / departments; comprehensive knowledge of metrics, benchmarks and standards utilized in evaluating behavioral health programming; good knowledge of principles and practices of hospital budgeting; good knowledge of third party payor and government reimbursement methodologies; ability to plan, implement, control and evaluate hospital programs and procedures; ability to direct and supervise subordinate staff; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
