I. Position Description
The HR generalist/recruiter oversees administrative support for all Human Resources activities, in addition to managing the full recruitment cycle.

While performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle, or feel objects, tools, or controls. The employee is frequently required to talk or hear. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. While performing the duties of his job, the employee occasionally works near moving mechanical parts. The noise level in the work environment is usually moderate. Must be able to wear the required Personal Protective Equipment.

Duties And Responsibilities
- Reviews personnel records to ensure completeness, accuracy, and timeliness; and formulates procedures for systematic retention, protection, retrieval, transfer, and disposal of records.
- Partners with management to communicate Human Resources policies, procedures, programs and state / federal laws.
- Oversees Employee Record Reports and Attendance Programs to ensure fairness and equality for all employees. Ensure accurate and timely processing.
- Manage and record leave and paid time off such as vacation, bereavement, sick, FMLA and all other protected leave of absences ensuring compliance with federal, state and local policies.
- Assist with compensation and benefits planning and administration including coordination of annual open enrollment, changes in coverage and reconciliation with benefit providers.
- Processes weekly payroll ensuring accuracy of time cards. Works closely with corporate payroll and assist as needed. Prepares any personnel related reports for Management.
- Provides payroll processing backup support. Partners with HRIS to maintain the payroll systems such as ADP and Kronos.
- Supports the administration of various employee benefit programs, such as group insurance, flexible spending accounts, pension, and 401(k).
- Follows up on and reviews Disciplinary Action, while enforcing compliance of progression.
- Advises on adherence to terms of labor contract, coordinates and helps investigate union grievances.
- Supports the development and administration of programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.
- Perform job and task analysis to document job requirements and objectives and update job descriptions and job specifications.
- Manage the full recruitment cycle, including job posting, interview scheduling, testing, references, offer letters, background check, drug screens and assist management with final selections.
- Resource recruitment through both active and passive methods
- Responsible for updating, organizing and delivering employee onboarding.
- Responds to employee inquiries and investigates employee complaints and concerns.
- Assists in coordinating and planning company functions.
- Initiates personnel transactions and keeps a record of hires, promotions, transfers, performance reviews, and terminations.
- Assists in the development and maintenance of a human resources system that provides activity reports for guidance of management.
- Maintains Knowledge of trends, best practices, regulatory changes and new technologies in HR, talent management and employee law.
- Other duties as assigned and commensurate to the role.
- Bachelor’s degree in a related field, or equivalent experience preferred.
- 1-3 years of progressive Human Resources generalist experience and 1-2 years of experience in recruiting either staffing or single sources recruiting.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) – Preferred.
- Experience working in a union environment is advantageous.
- Strong experience as a recruiter with experience utilizing job boards, social media, networks and referrals to obtain the best talent quickly and efficiently.
- Excellent communication and interpersonal skills.

Salary : $58,900 - $70,000
