Job Overview:

Under the supervision and guidance of the Director of Community Infrastructure, Community and Rural Development division, the grants program manager will be responsible for supporting the effective and efficient administration of the Community Development Block Grant (CDBG) program. The Grants Program Manager serve as the day-to-day managers of the program and the face of the program. This position supports community development efforts of the Community and Rural Development division that leads to economic development in our communities.

Key Responsibilities:

General Grant Management

Effectively manage an assigned group of grants, including processing change orders, bid tabulations, plans and specifications, close-out paperwork, etc. This includes grants under multiple CDBG programs.

Grantee Compliance

Review of Title VI documentation, conduct annual audit reviews and risk assessments, etc.

Application Review - take on a participatory role in reviewing CDBG applications; includes reviewing applications for content completeness, and competitive scoring based on need.

Monitoring and Technical Assistance

Provide on-going technical assistance to grantees and administrators to explain the CDBG processes, rules, and regulations.

Conduct periodic on-site monitoring and desk reviews of grantees to ensure program compliance.

Updating of Program Manual

Participation in the needed updates to the program manual as needed to maintain compliance with CDBG rules and regulations.

Program Improvement

Work collaboratively with the CDBG team to continuously improve, streamline, and progress the programs by participating in opportunities to learn about the CDBG program, propose improvements to the program and processes, and participate in the implementation of those improvements.

Minimum Qualifications:

Education and Experience:

Graduation from an accredited college or university with a bachelor's degree AND experience equivalent to three years of full-time professional staff administrative and/or analytic experience.

Substitution of Education for Experience:

Additional graduate coursework in public administration, city planning, or other acceptable field may be substituted for the required experience, on a year-for-year basis.

OR

Three years of grant management experience with the State of Tennessee

OR

Grant management experience of a federal grant program.

Preferred Qualifications:

Two or more years managing a HUD grant program

Preferred Skills:

Strong organizational skills.

Aptitude to serve with a focus on excellence in customer service.

Strong oral and written communication skills.

Mastery of Microsoft Office products (Excel, Word, Outlook, PowerPoint). 'Proficiency using HUD grant management software (IDIS, DRGR).

Proficiency using Customer Relationship Management (CRM) software (Microsoft Dynamics, Salesforce, etc.).

Strong critical thinking and analytical skills.

Ability to work as part of a small team and lead team members.

Strong time management skills.
