What are the responsibilities and job description for the NIH NIAID OpenText Solutions Delivery Lead position at ECS Federal, LLC?
ECS is seeking an experienced NIH NIAID Enabling and Advancing Technologies (NEAT) OpenText Solution Delivery Lead (Agile, DevOps) to work remote leading an experienced and proficient Electronic Document and Records Management (EDRMS) team delivering OpenText's Content Server document centric on-premise and SAAS solutions.

Solution Development
- Collaborate with NIAID and NIH staff to capture business needs, define solution concepts, and incorporate business process reengineering strategies.
- Create solutions based on documented designs, including metadata schema, workflow templates, security settings, and user permissions.
- Define project requirements, level-of-effort, timeline, and risks.
- Adhere to agency EPLC and industry best practices for software development, configuration management and monitoring standards.
- Manage and prioritize resources across all application portfolios to meet the competing demands of customer requests.
- Define and analyze business requirements, potentially re-engineering existing processes.
- Perform system testing to validate the functionality, performance, and security, and coordinating user acceptance testing.
Document Mangement Modernization
- Automate the collection, review, approval, and publishing of documents.
- Integrate OpenText Content Server with existing NIH NIAID systems and applications.
- Create solution designs based on documented designs, including metadata schema, workflow templates, security settings, and user permissions.
- Integrate OpenText Content Server platform with existing NIH NIAID systems and applications.
- Migration of documents from Shared (Network) drives and other repositories to OpenText Content Server.
- Develop and maintain technical documentation including system, training, and user guides for software solutions deployed to production.
Agile Delivery
- Enable iterative and/or agile software development lifecycle methodologies to achieve efficient delivery of small and high value capabilities, rapid responses to changes in business priorities and requirements, and increase customer satisfaction
- Enable and facilitate Continuous Integration/ Continuous Delivery (CI/CD) pipelines.
- Maintain product backlogs and incorporate desirable functionalities not included in early iterations into future releases.
- Support Agile transition, including defining Agile processes at the team and organizational levels.
- Prepare and present HHS Enterprise Performance Life Cycle (EPLC) stage gate deliverables and presentations to review boards.
- Minimum 8 years delivering OpenText Content Server, or similar EDRMS, solutions, platform deployment, administration, troubleshooting, related components (Archive Server, xECM, Brava, OTDS, Search & Indexing)
- Bachelor's degree in Computer Science, Information Security or related field.
- PMP (Project Management Professional) Certification.
- Active Public Trust or higher security clearance.
- Strong background in security automation, extensive knowledge of DevOps industry best practices.
- Strong problem-solving and analytical skills, with the ability to evaluate complex security challenges and develop effective solutions.
- Travel within the Washington DC Metro Area, and CONUS as needed.
Req Benefits:
Salary : $120,000 - $160,000
