What are the responsibilities and job description for the Telecom Provisioning and Billing Analyst position at ECS Federal, LLC?
ECS is seeking a Telecom Provisioning and Billing Analyst to work in our Arlington, VA office.
Responsibilities to include:
- Research and identify potential vendors and new product solutions.
- Work closely with local contacts and vendors to coordinate overall logistics and scheduling of circuit buildouts, install, and circuit establishment.
- Works with key stakeholders, directors, and managers to determine the agency's IT product and service requirements and whether they should be fulfilled via in-house or contracted efforts or a mix of both.
- Conducts telecommunications and information technology market research to establish technical requirements and identify vendors and contractors.
- Assists contracting officer representatives in providing technical oversight and guidance or interpretation of technical requirements to assist project participants, including vendors and contractors, in understanding technical requirements.
- Submit contracting action, modification, and funding requests using an IT service management system.
- Prepares government cost estimates, conducts cost-benefit analyses, forecasts budget requirements, and recommends funding actions; recommends funds de-obligation when appropriate.
- Coordinates with USPS Office of the Inspector General (OIG) mission support facilities directorate in support of POTS lines supporting NLEC alarm services and facilities monitoring equipment.
- Monitor, track, update, and escalate circuit requests and vendor support as necessary.
- Validate information accuracy on communications and documents and perform updates as needed.
- Perform data entry tasks, including updating billing information in the telecom expense management system using raw data and hardcopy invoices as necessary.
- Identify and resolve billing disputes in a timely manner.
- Analyze billing and usage data to identify potential cost savings.
- Assist with troubleshooting data circuits and mobile wireless services.
- Candidate will possess at least 2 years' experience in the primary requirements for the position.
- Bachelor's degree from an accredited college or university in a technical field such as Engineering, Mathematics, Statistics, Computer Science, or related fields.
- Must be comfortable with engaging and facilitating frequent verbal and written communications between peers, vendors, and internal customers.
- Ability to multi-task and meet project deadlines.
- Ability to create progress reports, spreadsheets, pivot tables, and charts using MS Word and Excel.
- Ability to create physical drawings using MS Visio.
- Ability to create and edit presentations and documents using PowerPoint and MS Word.
- Experience with ordering and provisioning various circuit types, to include but not limited to, wireless, dedicated circuits, broadband (DSL/Cable), and POTS lines.
- Experience with tracking LEC and contractor communications/timelines to validate circuit installs and/or repair completion.
- Knowledge of physical and technical requirements involved with circuit provisioning.
- Experience with coordinating logistics and deployment of services with vendors, internal customers, and local agency contacts.
- Experience with telecom buildout processes related to equipment requirements, cabling, and physical modifications to plant/building.
- Experience with requesting the disconnection of broadband (DSL/Cable) and wireless services, and coordinating equipment returns.
- Experience with troubleshooting Tier 1 broadband and wireless technical issues related to provisioning.
- Experience with researching suppliers and services and creating summaries and comparisons from this information.
- Experience with deploying and supporting wireless devices including but not limited to iPhones and MiFi hotspots.
- Manage SharePoint to track project status, billing records, vendor management, and telecom assets.
- Experience with reviewing usage history to identify underutilized circuits to reduce costs.
- Experience with disputing unwarranted charges.
- Experience with creating new and update existing work instructions.
- Experience submitting contract actions utilizing information technology information service management (ITSM) applications.
- Candidate must have excellent analytical, organizational and communications skills.
- Experience with creating detailed and high-level reports for various audiences.
